R-2016-153 A RESOLUTION authorizing the City Manager to sign a Surface Transportation Block Grant (STBG) Set-aside grant application for a project that would construct bike lanes on Powerhouse Road from Cowiche Canyon Road to Pecks Canyon Road. WHEREAS, the Yakima Valley MPO/RTPO has issued its 2017-2020 Surface Transportation Block Grant (STBG) Set-aside call for projects; and WHEREAS, STBG Set-aside provides flexible funding that may be used by states, local agencies, non -profits and private businesses for projects related to non -motorized transportation; and WHEREAS, it has been noted by the City's Bike/Ped Committee that bike lanes are severely needed on this stretch of Powerhouse Road, and WHEREAS, the City is in a position to supply the required local match of approximately $45,000; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is authorized to sign the STBG Set-aside grant application for a project that would construct bike lanes on Powerhouse Road from Cowiche Canyon Road to Pecks Canyon Road. Surface Transportation Block Grant Set-aside Grant Application On November 18, 2016, the Yakima Valley Conference of Governments, the lead agency for the region's Metropolitan Planning Organization/Regional Transportation Planning Organization, issued a 2017 — 2020 Surface Transportation Block Grant (STBG) Set-aside regional Call for Projects The maximum amount per funded application is $284,000, and would require a local match of $45,000 The funding would not be available until 2018 and the matching funds could come from the gas tax that the City receives. In order to apply for this grant, City Council must authorize the City Manager to sign the application The project for which we would like to apply is to construct bike lanes on Powerhouse Road from Cowiche Canyon Road to Pecks Canyon Road We currently have a Transportation Alternative Program (TAP) to widen the northwest bound lane to 14 feet and construct a sidewalk on the right side of the road In meetings with Neil McClure, Bill Cook and Phil Hoge, they have addressed concerns with the existing project — in that it could prohibit the construction of bike lanes along this section of roadway in the future If we were to be successful in securing this grant, we could construct the bike lanes at the same time that the sidewalk would be constructed
