RESOLUTION NO. R-98-151
A RESOLUTION _ authorizing and directing the City Manager of the City of Yakima to
submit a One Year Action Plan to the United States Department of
Housing and Urban Development in compliance with the Five Year
Strategy of the consolidated Plan developed in 1995.
WHEREAS, the City of Yakima is an entitlement city pursuant to Community Block
Grant funds as specified by the United States Department of Housing and Urban Development
and is required to file a One Year Action Plan each year subsequent to the Consolidated Plan
application developed in 1995; and.
WHEREAS, the One Year Action Plan is developed using the priorities of the
community, the direction of City Council and the approved programs as established in the
Consolidated Plan; and
WHEREAS, the One Year Plan includes the 1999 Community Development Block Grant
(CDBG) and HOME budgets, andactivities and expenditures as projected by the Office of
Neighborhood Development Services, and attached hereto; and
WHEREAS, the City Council of the City of Yakima deems it to be in the best interests of
the City of Yakima to submit the One Year Action Plan to the United States Department of
Housing and Urban Development as required by federal regulations; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
R. A. Zais, Jr., the City Manager, is hereby authorized and directed to execute the
CDBG and HOME application documents, including all understandings and certifications
contained therein, with the United States Department of Housing and Urban Development as
required by the Consolidated Plan including, but not limited to, real estate transactions, and
the City Manager is hereby designated as the official representative of the City to act in
connection with the application and the One Year Action Plan.
Furthermore, the City Manager is hereby authorized to execute all contracts, deeds,
notes, mortgages, and other documents required to carry out eligible programs funded
through the 1999 One Year Action Plan.

NEEDS STATEMENT
Target Areas
The City of Yakima is proposing to expand the existing target area (East of 16th
Avenue citywide) to include the West Fruitvale area. Residents of this low-income
area requested the expansion at a Consolidated Plan public hearing on October 20,
1998. The proposed expansion would include the area from North 16th Avenue on
the East, Summitview Avenue on the South side, North 40th Avenue on the West
side, and Castlevale and Fruitvale on the North side. (See attached target area
map). Median family household income for this new target area is $15,635 or
70% of the city's median family household income.
The proposed activities and use of Community Development Block Grant (CDBG)
and HOME funds within designated Target Areas for the 1999 program year will
focus on 1) infrastructure upgrades and improvement, 2) enhancement of
community service programs, 3) provision of additional safe, clean and decent
housing affordable to low income families, and 4) economic development activities
which promote and support job creation and the expansion of minority and women
owned business opportunities, as outlined below:
Infrastructure
The City of Yakima recognizes the critical importance of infrastructure
improvements to the redevelopment of neighborhoods. To avoid extensive
development costs, new development has typically occurred in areas where
adequate public services and infrastructure currently exist. The older areas of the
City, despite the significant level of need are constantly bypassed for newer, more
recently developed areas. The result is the continued neglect and omission of
infrastructure improvements within those areas which have the greatest need.
Infrastructure improvements for low and moderate income residents of the City of
Yakima's neighborhoods are integral to any attempts to attract new investment and
the implementation of effective revitalization in those areas. Successful
designation and funding will allow for improvements in neighborhood safety and
attractiveness to encourage increased private investment. Improvements identified
for these areas include street signage, improve sidewalks and financial assistance
to connect with new sewer lines and water lines.
The City of Yakima proposes the investment of $75,000 of 1999 CDBG funds
during the upcoming program year, for Citywide neighborhood
infrastructure upgrades and improvements.

Sidewalk Program
Many of the sidewalks within the CDBG Target Area neighborhoods are in a state
of disrepair and are unsafe for pedestrian mobility. Neighborhood residents of
these areas have asked that these sidewalks he repaired and, ,°eplaced_
The City intends to commit $50,000 of 1999 CDBG funds to improve
sidewalks within Target Area neighborhoods, including the installation of
sidewalks on Lincoln Avenue and B Street, between North 8eh Street and
North 10th Street.
Public Facilities
The City of Yakima intends to commit $24,000 for Target Area park wading pool
replacement and new lighting in the Milroy and South East Park.
Community Service Program

al CDBG City or r aiiIna intends to commit $ 25,000 during the upcoming CDBG
program year to assist in the expansion of existing programs and the development
of new programs which focus on community services and eligible Neighborhood
Improvement Projects, including $15,000 for 50% rental assistance for community
service agencies locating in the Southeast Community Center which do not have
sufficient funds to cover rental space expenses. Agencies receiving rental
assistance funding will be selected with community input, and funding will be
available for a maximum of one year. $10,000 will also be set aside for a Code
Education Program.
Economic Development
$50,000 of 1999 CDBG funding will be used to continue economic development
program activities to address the need for sustainable employment opportunities.
Housing
The City of Yakima promotes- a comprehensive approach to the development and
rehabilitation of housing units. The housing needs of low-income residents of the
Yakima area remain critical and shall continue unchanged without notable
increases in the number of available clean, safe, decent affordable housing units.
There exists a lack of homeownership programs which target low-income
households, Homeownership programs facilitate the re-establishment of
neighborhoods. Market values exceed the affordability levels of low to moderate
income households. The conventional market does not accommodate the
affordability problems facing many of our low income community residents.

Innovative financing approaches to the provision of affordable housing are needed
to augment existing conventional financial products.
Paint Program
Paint the exterior of 15 senior or disabled persons homes.
Single -Family
Rehabilitate eight single-family homes for low -moderate income families.
Downpayment Assistance
Assist 37 first time homeowners to purchase homes.
Senior or Disabled Persons Home Repair
Assist 45 senior or disabled families to remain in their homes.
Acquisition/Restorations
Provide financial assistance to encourage restoration of 5 significant residential
structures in target area.
Purchase 5 Lots
Assist purchasing 5 lots for first time homeowners in target area.
In total, Community Development Block Grant and HOME Funds will be
used to improve and/or acquire 100 units of low and moderate income housing
annually.
In addition to the grant funded programs proposed, HUD regulations require
that City's intending to apply for Section 108 loans (i.e. Great Western
Building Project) include such proposals in their Consolidated Plan.
Although Section 108 loan funds originate from separate and distinct sources,
this notification requirement is included in the CDBG regulations because
HUD does reserve the right to expend local CDBG funds to make principle
and interest payments on a troubled Section 108 loan.

The City of Yakima is proposing to submit the following budget for the 1999 entitlement application of
Community Development Block Grant and HOME funds. The following programs have been proposed for
funding in response to the community's comments regarding the needs and priorities in the targeted area of
Yakima Eligible activities will be implemented when the U S Department of Housing and Urban Development

The City of Yakima will consider an application for a $5,000,000 Section 108 loan. Future CDBG funds arc a
potential source of repayment for this loan, if required. The Yakima City Council will hear public comments
regarding this budget on Tuesday October 20, 1998 at 7:00 p.m. in City Council Chambers. A second public
hearing will be held on November 17,1998 at 2.00 p.ni. The Council will hear additional public coinmeut and
make amendments to the budget or approve it as shown to be submitted to the U.S. Department of Housing and
Urban Development for funding during the 1999 grant year.

SUMMARY EXPLANATION:
The City of Yakima Office of Neighborhood Development Services, a division of the Department of Community and
Economic Development is submitting a One Year Action Plan as a continuation of the Consolidated Five Year Strategy
Plan submitted to the United States Department of Housing and Urban Development in 1996. The One Year Plan
includes the proposed activities and expenditures for the City of Yakima Community Development Block Grant and
HOME Funds (see attachments).
The proposed activities and use of Community Development Block Grant (CDBG) and HOME funds within designated
Target Areas (including the neighborhood South of Fruitvale Blvd.) for the 1999 program year will focus on 1)
infrastructure upgrades and improvement, 2) enhancement of a community service program, 3) provision of additional
safe, clean and decent housing affordable to low income families, and 4) economic development activities which promote
and support job creation and the expansion of minority and women owned business opportunities. These activities have
been identified through neighborhood meetings, the neighborhood planning process, the City's five year Consolidated
`Ian and other reports and grant applications.
The draft plan was advertised for a thirty day public comment period from October 13th through November 13th. The
comments and concerns submitted to the Office of Neighborhood Development Services during the thirty day review will
be included in the final draft. Public comment was heard during the October 20th public hearing conducted by the City
Council and will be received again during the November 17th City Council meeting. Approval of the resolution will
permit submission of this application to the United States Department of Housing and Urban Development.
In addition to approval of the 1999 Consolidated Plan, approval of this resolution expressly delegates authority to the City
Manager to execute all transactional documents associated with carrying out eligible programs included in the plan.
