AGENDA STATEMENT
Item No.
For Meeting of 8/18/98
ITEM TITLE: Resolution Authorizing the City Manager to Apply for Federal Transit
Administration (FTA) Grants
SUBMITTED BY: Chris Waarvick, Director of Public Work
CONTACT PERSON/TELEPHONE: Bill Schultz, Transit Manager
575-6005
SUMMARY EXPLANATION:
The current resolution on file with the FTA Regional Office granting authority to the City
Manager to apply for federal assistance was passed by the City Council in September,
1988 (see attached). Staff assured the Regional Office for our next application requesting
funding assistance we would submit an up-to-date City resolution for their files.
Attached is an updated resolution authorizing the City Manager to apply for annual FTA
assistance and execute grants or cooperative agreements. The Staff requests a standing
resolution authorizing the City Manager to submit future FTA annual applications and
execute grants which do not require further Council Business Agenda action. This is
exactly the same procedure that has been routinely used over the last 10 years in securing
transit funding. It remains Staffs opinion the City Council holds sufficient hearings and
pre authorizes each transit grant submittal during its Transit Budget review sessions.
There is also a requirement that a public notice be placed in the local paper 15 days prior
to submitting a final FTA funding application thus giving ample opportunity for citizens
to request a public hearing on any transit funding application if they so desire.
