R-98- 18 A RESOLUTION authorizing the Yakima City Manager to sign a grant application for funding assistance from the Interagency for Outdoor Recreation ("IAC") Washington Wildlife & Recreation Program for property acquisition in coordination with the Yakima Greenwy as provided for in RCW Chapter 43.98A. WHEREAS, the City of Yakima adopted the Yakima Urban Area Comprehensive Plan on April 1, 1997 by Ordinance 97-22 which includes goals and policies for the protection of critical areas and supports the Yakima Greenway as the principal organization for land stewardship along the river corridor in the Yakima Urban Area; WHEREAS, the City of Yakima adopted a Parks and Recreation Comprehensive Plan on September 13, 1994, which is incorporated by reference into the Yakima Urban Area Comprehensive Plan, and is consistent with the requirements of the Interagency for Outdoor Recreation (IAC) and describes Wildlife Habitat areas within the City of Yakima and along the Yakima Greenway (page 4-5). WHEREAS, under the provisions of the Washington Wildlife and Recreation Program, state and federal funding assistance has been requested by the City of Yakima to aid in financing the cost of land; and WHEREAS, the City of Yakima Parks and Recreation Comprehensive Plan (pages 3-8) includes specific policies and objectives for the preservation of open space and an active role of the City and Greenway in further land acquisition for benefit of the Yakima River Greenway; WHEREAS, public participation and comment have been received on this project as a portion of the Yakima Urban Area Comprehensive Plan and the Parks and Recreation Comprehensive Plan; WHEREAS, it is in the best interest of the City that additional lands be acquired within the Greenway Corridor for habitat protection, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: 1. The City Manager is hereby authorized and directed to make formal application on behalf of the City for funding assistance from the Interagency Committee for Outdoor Recreation Urban Wildlife Habitat Program for land acquisition and conservation easements along the Naches and Yakima River corridors, adjacent to the Yakima Greenway. 2. The local match required for this grant is limited to donated, private land in the Yakima Greenway corridor. 3. The City of Yakima acknowledges that without a local match, no state funding is available. 4. The Yakima Greenway, a private non-profit organization will monitor and manage all lands acquired under this program or other conservation easements obained with the grant. 5. The City of Yakima acknowledges that any property acquired with the requested IAC financial aid must be placed in use as a habitat conservation area and must be retained in such use in perpetuity unless the City of Yakima, Washington IAC, and any affected federal agency agree otherwise. 6. This resolution shall be part of the formal application to IAC. 7. The City of Yakima provided appropriate opportunity for public comment on this project through its comprehensive planning process and the public meetings of the Regional Planning Commission, the Parks Cornmission and the City Council. This land. identified by the State Priority Habitat and Species Inventory, provides wildlife habitat for various threatened species of eagle, hawk, heron, falcon and snake. In addition, the National Wetland Inventory identifies riverine and palustrine areas along the flood plain corridor. Salmon still run the Yakima and Naches Rivers In this region, but fish counts are critically low. The foothills which bracket the river tower 500 feet above the valley floor. Still undeveloped, these hillsides provide wildlife habitat and open space. Much of these lands are in private ownership and subject to development pressures from the urbanizing cities which now surround them. William O. Douglas, former supreme Court Justice describes this area in his book "Of Men and Mountains" with ' memories of his daily boyhood hikes to overcome polio. "These early hikes put me on intimate terms with the hills. I learned that they were always clothed In garments of delicate hues, though they seemed to be barren. 1 discovered that though they looked dead and monotonous, they teemed with life and had many moods." This proposal is for acquisition of 300 acres of conservation easements and 155 acres in fee simple of critical habitat areas. Priority is given to vacant lands in close proximity to the Greenway. Uses public funds to leverage private donations. The grant is submitted under the "Urban Wildlife Habitat" provisions of the IAC grant program and does not compete with the City of Yakima Chesterley Park project for funding. The Yakima Greenway cannot apply directly for funding, as only local governments are entitled to grant participation. Total grant amount is $430,000, including a 50% required local match valued at $215,000. The local match is a land donation of 82 acres already committed to the Greenway near Spring Creek (south of the Wastewater plant). No City of Yakima funding is requested for this grant application. Lands acquired under this program will be managed by the Yakima Greenway and the Greenway will administer the grant. If successful, an estimated 60 acres of land may be purchased and 300 acres of conservation easements obtained, in addition to the donated 82 acres. To qualify for purchase, lands must be characterized with as "Critical Areas" under GMA.
