R-97122 A RESOLUTION approving Washington Association of Minority Entrepreneurs (WAME) as a City designated Community Housing Development Organization (CHDO) and directing staff to work with WAME to bring to Council a HOME funded elderly housing project within the next 30 days. WHEREAS, the City of Yakima was a recipient of 1997 Federal HOME funds which may be used, among other things, for Community Housing Development Organization Programs; and WHEREAS, at the December 17, 1996 meeting, the City Council considered and approved the One Year Plan and budget including $472,(010 of HOME Funds; and WHEREAS, the Washington Association of Minority Entrepreneurs (WAME) received approval as a State Certified CHDO; and WHEREAS, the City desires that additional non profit housing providers become certified by the State and City to compete for available CHDO funds; and WHEREAS, there is a need for additional low and moderate income elderly rental housing. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Council hereby designates the Washington Association of Minority Entrepreneurs (WAME) as a City Certified Community Housing Development Organization. SUMMARY EXPLANATION: Community Housing Development Organizations (CHDO's) are entitled to 15% of the jurisdictions allocated federal HOME monies. HOME Program funds may be used for housing development, sponsored and/or owned by CHDO's. Eligible activities include the acquisition, rehabilitation and new construction of rental housing, homeownership and renter assistance. The Washington Association of Minority Entrepreneurs (WAME) has recently received approval as a State Certified CHDO. Such State Certification is a City requirement for receiving CHDO funds from the City of Yakima's HOME allocation. With approval of this resolution, the City Council will approve WAME as a City designated CHDO and direct staff to work with WAME to bring to Council an FY97 HOME funded elderly housing project within the next 30 days.
