R-97- 120 A RESOLUTION declaring an emergency and authorizing the City Clerk and the City Manager to execute an agreement with Dan Leslie Roofing, Inc. for the repair and/or replacement of the Southeast Community Center roof. WHEREAS, Article VI, Section 6 of the Yakima Charter and Chapter 1.80 of the City of Yakima Municipal Code require that the purchase of supplies, materials and services costing more than $25,000.00 to be accomplished by a call for bid; and WHEREAS, said Charter provision allows the City Council to declare an emergency thereby dispensing with the necessity for bids; and WHEREAS, an inspection of the Southeast Community Center ("Center" ) revealed major leaks in the roof of the structure apparently caused by heavy snowfall during the past winter; and WHEREAS, if the roof of the Center is not repaired and/or replaced before winter, significant structural damage to the Center could occur; and WHEREAS, costs of the necessary roof repairs and/or replacement will exceed $25,000.00; and WHEREAS, the normal bid process for the roof repair and/or replacement work would take approximately 90 days, and would prevent the necessary roof repairs and/or replacement being completed before the onset of winter; and WHEREAS, it is essential to the health, safety, and welfare of the citizens of Yakima that immediate action be taken to repair and/or replace the Center roof; and WHEREAS, Dan Leslie Roofing, Inc. is willing to perform the necessary repairs and/or replacement of the Center roof for approximately $55,000.00; and WHEREAS, the City Council finds it to be in the best interest of the City to declare an emergency to exist due to the aforementioned conditions and to authorize execution of a roof repair and/or replacement agreement with Dan Leslie Roofing, Inc. for approximately $55,000.00; now, therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: An emergency is hereby declared regarding the current status of the Southeast Community Center roof and the City Clerk and City Manager are hereby authorized to execute an agreement with Dan Leslie Roofing, Inc. for the repair and/or replacement of the Southeast Community Center roof. Copeland, Director of Public Works r� Denise Nichols, Parks & Recreation Manage CONTACT PERSON/TELEPHONE: Denise Nichols, 575-6020 SUMMARY EXPLANATION: Attached is a resolution authorizing the City Council to declare an emergency situation for replacement of the roof at Southeast Community Center and also authorizing the City Manager to execute an agreement with Dan Leslie Roofing, Inc. The reason an emergency situation exists is due to the following: • A recent inspection by City staff revealed major leaks in the roof, which could lead to structural damage if not replaced before winter. A significant amount of roof damage occurred during the past winter, due to heavy snowfall. • Normal bid process would take approximately 90 days. This would eliminate the City from making repairs before winter. • If not repaired before this winter, there is a possible safety risk to citizens utilizing the Center due to potential damage of ceiling tiles and light fixtures. The cost for roofing the Southeast Community Center is approximately $55,000.
