R - 97- A RESOLUTION authorizing the removal of nine oak trees in the City right-of-way adjacent to Fire Station One at 401 North Front Street, Yakima, Washington. WHEREAS, nine oak trees currently located in City right-of-way at 401 North Front Street were damaged beyond repair during winter storms of 1996; and WHEREAS, the subject trees are causing public sidewalks to raise and are depositing acorns on the public sidewalk, thereby creating a hazard; and WHEREAS, falling limbs from the subject trees have caused damage to City property; and WHEREAS, the City of Yakima Fire Department has requested authorization to remove said trees utilizing volunteer labor; and WHEREAS, the City Council deems it in the best interest of the City to grant permission to the City of Yakima Fire Department to remove said nine oak trees located in the City right-of-way at 401 North Front Street, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City of Yakima Fire Department is hereby granted permission to remove the nine oak trees situated at said location. Front Street. The trees will be replaced with a cedar variety which will cost approximately $500.00. The crews have volunteered to take out trees at no cost to City. See attached memo. Alan Chronister, Fire Chief Gene Martin, Deputy Chief, Safety Offic Subject: Removal and Replacement of Trees The nine trees which border the Front Street side of Fire Station One were severely damaged during last winter's storms. The tops were broken out and are causing the trees to spread out. We have been informed by horticulturists that this is a condition which will not correct itself. This is causing the roots to also spread, raising areas of the public sidewalk on the west side of the station. This presents a tripping hazard to people using the sidewalks. In addition to the tripping hazard, acorns are also deposited on the walkway. Even though the fire crews clean them up on a daily basis, the acorns are like walking on hundreds of marbles. We are also experiencing limbs falling from the trees because of their weakened condition. One of these limbs recently hit our outside parking lot light and damaged it. Replacement of the light will cost approximately $100.00. The crews have volunteered their time to take these trees out. The only expense, approximately $500.00, will be replacement trees which will be of a cedar type. These were chosen because of their straight root system, which will not raise walkways as they mature. This type of tree will also save an estimated hour a day spent by crews cleaning up after the present trees.
