A RESOLUTION adopting a Neighborhood Wastewater Program Repayment Plan for
City residents who desire to replace existing septic tanks with City
sewer service in low and moderate income areas of the City.
WHEREAS, on June 7, 1994 the City Council approved the Neighborhood
Wastewater Program for the purpose of replacing existing residential septic systems
with City sewer service in low and moderate income areas of the City; and
WHEREAS, currently there are $50,000 in additional capital funds available
from the Wastewater Division and $25,000 in Community Development Block Grant
funds for this Program; and
WHEREAS, the City, as part of the Program, desires to offer a Neighborhood
Wastewater Program Repayment Plan to eligible homeowners that includes the
following conditions:
(A) Families with annual incomes below 80% of the Federal Median
Income guidelines may be offered a $1,000 (0% interest) loan,
repayable over five years with annual payments of $200; and
(B) Loan recipients must be preapproved for eligibility before work
begins to connect the residence to the City sewer system; and
(C) Loan recipients must obtain three bids from state -licensed
contractors, provide the City Office of Neighborhood Development
Services with a copy of such bids, and utilize the lowest
responsible bidder for the sewer connection work; and
(D) Before any sewer connection work is begun, loan recipients must
obtain all necessary permits from the City Office of Code
Administration for the sewer connection work and provide a
copy of such permits to the City Office of Neighborhood
Development Services; and
(E) It is the responsibility of the loan recipients to ensure that all
sewer connection work is completed in accordance with all
applicable state and local regulations, rules, and laws; and
(F) Upon completion of the sewer connection work, loan recipients
must have a final inspection done by the City Office of Code
Administration and provide a copy of same to the City Office of
Neighborhood Development Services; and
(G) Loan proceeds shall only be provided when the above -stated
conditions have been met.

SUMMARY EXPLANATION: The Neighborhood Wastewater Program, funded in major part by a Public
Works Trust Fund loan, was designed to install sewer service in low and moderate income areas of the city
currently on septic tanks. The first project (King Street) was approved by City Council on June 7, 1994.
The Neighborhood Wastewater Program allows each participating division to administer their
responsibilities to maximize utilization of funds committed to this program:
• The Wastewater Division has the budgetary finance for this project and based on the Council's approval
of this pilot, the Wastewater Division will provide funds annually to support additional projects.
• The Engineering Division will provide the design, specifications, survey, bids and monitor installation
of main sewer pipe.
• Finance Division will account for the deposit and expenditure of the project funds. Repayment of the
project income will be held for future sewer projects. The intent is to recover all these investment.
• The Office of Neighborhood Development Services will provide financial and technical assistance to
low and moderate income families residing within the designated project boundaries. The 1997
financial assistance will be limited to the $50,000 of Wastewater Program funds and $25,000 of
allocated CDBG funds for a total of $75,000.
Existing owner -occupied homeowners will be offered the following assistance on a first-come, first-served
basis until the $75,000 is fully committed:
➢ Families with annual incomes below the 80% Federal Median Income Guidelines will be offered a
$1,000 (0% interest) loan, repayable over five years with annual payments of $200

1) be pre -approved for eligibility before work begins to connect to the sewer main
2) provide a copy of three bids, a permit, a final inspection, and the contractor's invoice to receive
the $1,000 loan.
