HomeMy WebLinkAboutR-1997-096 Local Law Enforcement Block Grants ProgramRESOLUTION NO. 97- 9G A RESOLUTION ratifying application for a grant in the total amount of $179,005 from the U.S. Department of Justice, Bureau of Justice Administration, for funding the Local Law Enforcement Block Grants Program, and further designating and authorizing the City Manager to act as the official representative of the City and to take such additional steps as may be necessary and prudent to complete transactions associated with the grant. WHEREAS, the U.S. Department of Justice has funds available to the City of Yakima in the amount of $179,005 to reduce crime and improve public safety; and WHEREAS, The Local Law Enforcement Block Grants Program contemplates an interlocal agreement with Yakima County, whereby Yakima County has agreed to accept $26,182 (less applicable matching funds) from the City's grant thus retaining $152,818 for the City's use; and WHEREAS, the City Council of the City of Yakima deems it to be in the best interests of the City that it enter into an agreement for funding for the purpose mentioned above; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: Section 1. The City of Yakima has applied for and will accept the Grant of $179,005 from the U.S. Department of Justice, Bureau of Justice Assistance, for reducing crime and improving public safety. Section 2. The City Manager is designated as the official representative of the City for this grant and is authorized and directed to execute, on behalf of the City, acceptance of the Grant Award, and to take such additional steps as may be necessary and prudent to complete all complete transactions associated with the grant, including but not limited to the above-mentioned transfer to Yakima County. A decision was made to use the funding to sustain clerks in two of our precincts. As far as the disparate issue, I spoke to the Board of Commissioners and they concurred that the distribution agreed to last year is acceptable. This would result in $26,182 being awarded to Yakima County from the City's FY 97 allocation. This funding will be used to hire a clerical staff person for the Juvenile Justice Center. SUBMITTED BY: Department of Finance and Budget Police Department CONTACT PERSON/TELEPHONE: Tim Jensen, Accountant / 576-6639 Mel Light, Police Lt. / 576-6549 SUMMARY EXPLANATION: The City has been invited to apply for a grant from the U.S. Department of Justice, Bureau of Justice Administration under the Local Law Enforcement Block Grants program. The purpose of this program is to reduce crime and improve public safety. The grant was requested in the amount of $179,005. This resolution ratifies the grant application and authorizes the City Manager to act as the official representative to accept and execute the grant. The grant will be used to complete various computer related projects in the Police Department, primarily Imaging hardware and Mobile Data Terminal (M.D.T.) replacement in patrol vehicles. Staff will return to Council for an appropriation when the grant is awarded. Yakima County also submitted an application for the Law Enforcement Block Grant Program funds, as the program encourages interlocal cooperation. In a separate interlocal agreement dated June 23, 1997, (copy attached) the County offered to accept $26,182 (less the applicable match) of the City's award. The end result is that the City of Yakima will retain $152,818 of the grant award for its own use. This agreement is consistent with the 1996 agreement whereby the County received the same percentage of the City's 1996 block grant award.
