R-97 - 9 0 A RESOLUTION adopting a Six Year Transportation Improvement Program for the period of 1998 through 2003 for the construction of streets and arterial streets in the City of Yakima. WHEREAS, the City of Yakima annually prepares, reviews and adopts a Six Year Program for the construction of streets and arterial streets in the City of Yakima for the ensuing. six year period, all as contemplated and required by State and Federal law, and WHEREAS, after a public hearing on the matter, held at a regular meeting of the Yakima City Council on July 1, 1997, the City Council finds that the plan attached hereto should be adopted as the Six Year Transportation Improvement Program for the period of 1998 through 2003 for the construction of streets and arterial streets in the City of Yakima, now, therefore. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The Six -Year Construction Program for the period of 1998 through 2003, a copy of which is attached hereto and by this reference made a part hereof, is hereby adopted as the official Six Year Transportation Improvement Program for the City of Yakima. This plan must include all transportation projects for which state gas tax revenue or federal revenue will be used. The plan for 1998 - 2003 consists of fourteen funded projects. Priorities 1 -10 for 1998; priority 17 for 1999; priority= 19 for 2000; and priorities 20 and 21 for 2001 - 2003. In addition, 62 projects are listed as unfunded for a total of 76 prioritized projects. (continued) Resolution X Ordinance Contract _Other (Specify) City of Yakima 1998-2003 Six Year TIP Funding Source APPROVED FOR SUBMITTAL: City Manager STAFF RECOMMENDATION: Adopt the attached resolution approving the 1998 - 2003 Six Year Transportation Improvement Program BOARD/COMMISSION RECOMMENDATION: COUNCIL ACTION: June 20 1997 Initial project ranking was performed utilizing the priorities of the most recent street bond issue proposal. Additional data supplied by the Street and Traffic Division was then integrated with other project needs and the total list was reviewed and adjusted to the particular needs of the City of Yakima by the Streets, Traffic, Engineering and Transit Divisions. Funded Projects for 1998 Priorities 1 and 2 constitute the Yakima Avenue / 182 j Fair Avenue (Gateway) projects. The projects are carried forward from previous years to allow for potential expenditures in 1998. Eliminating the projects from the 1998 - 2003 TIP would risk project completion without the ability to expend project funds in 1998. Priority 3 is to install a new traffic signal at the interset:twit uf Nov Hill Boulevard and 48th Avenue. Funding is federal and state with local matching funds from street revenues. This is also a carryover project. Priority 4 - Powerhouse Road, from 40th Avenue to Pecks Canyon was submitted for regional funding to the Yakima Valley Council of Governments and was approved for $151,040 in regional competitive funds. Yakima County, private development and the City of Yakima financially support the project. Priority 5 - - Yakima_Avenue,_from 6th_S_treet to 10th Street was submitted for statewide competitive federal funding but was not ranked high enough to pass the funding cut off. The project is programmed to utilize the direct allocation of federal funds for Yakima, matched with gas tax revenue. Priority 6 - South Third Avenue, from Washington to Valley Mall Boulevard is a joint project with the City of Union Gap as the lead agency. Funding has been approved for this project in 1998. Our support is for the design phase of the project at this time. Priority 7 - Valley Mall Boulevard, from 1st Street to 3rd Avenue is a joint project with the City of Union Gap as the lead agency. Yakima County will provide additional support of this project. Support of this project could improve funding opportunities. Our support is for the design phase of the project at this time. Priority 8 - Englewood Avenue at the bridge west of Powerhouse Road. The project is to remove the bridges over the canals. This project has received funding from the state as a safety project. Pacific Street, From Fair Avenue to South 3rd Street is currently unfunded. Priority 9 - Sidewalks. Previous programs have included an annual commitment of $10,000 to sidewalk construction. The state "Power Washington Program" has approved three of the seven projects submitted by the city for oil rebate funding. The projects are; Ridgeview Elementary, for new sidewalk on Cornell; Adams Elementary, for new sidewalk on Pacific; and Gilbert Elementary, for new sidewalk on Lincoln. The funds require 50% matching. Hal` of the match will be provided by the Yakima School District. 2 -- June 20, 1997 Priority 10 is for a new traffic signal at Nob Hill Boulevard at South Sixth Street. Funding will be from the general fund according to the city council approval of June 3, 1997. Unfunded Projects for 1998 Priority 11 & 12 are the two new grade separation railroad projects at Lincoln Avenue and B Streets that have been submitted for state and federal funding. Priority 13 r.s for a replacement traffic signal at the intersection of Nob Hill Boulevard and Fair Avenue An application for state and federal funding has been submitted but not yet approved. Priority 14, 15 & 16 are annual programs that may utilize gas tax and federal funds when available. Currently, these programs are not programmed for expenditure. Other Funded Projects The additional projects shown as funded are programmed to fully utilize the anticipated state and federal direct allocations: Priority 17 - 1999 - Yakima Avenue from 1st Street to 6th Street Priority 19 - 2000 - Yakima Avenue from 1st Street to 7th Avenue Priority 20 - 2001 - Yakima Avenue from 7th Avenue to 16th Avenue Priority 21 - 2003 - South First Street from Mead Avenue to Washington Other Unfunded Projects All additional projects, priorities 22 - 76 are currently unfunded. Projects in this category may be submitted for grant or other funding without amending this 1998 - 2003 TIP. The total Six Year Transportation Improvement Program for 1998 through 2003 is estimated at $139 million for current needs. The balance of the plan lists capacity improvements recommended in the growth management plan. These projects add $30 million. in needs for the same period as this TIP (1998 - 2003) shown as Yr 1 - Yr 6. The capacity improvements for Yr 7 to Yr 18 total $71 million. The total of all transportation needs includes $9 million funded projects and $232 million unfunded for a total of $241 million for all needs. June 20 1997 City of Yakima Engineering Division MEMORANDUM To: City Council Dick Zais, City Manager From: Fred French, City Engine July 1, 1997 Subject: 1998 - 2003 Six -Year Transportation Improvement Program Recommended Amendment. Summary Explanation. The U.S.Army Corps of Engineers and the Federal Emergency Management Agency intend to change the flood plain boundary and include more property in the north end of the city. Two reasons are given for this change in the flood plain boundary. First, the existing Greenway path and dike on the south side of the Naches River, between the railroad and 182 is as much as one foot below the required elevation. Second, the existing protection dike east of the access under I82 for the Greenway parking area is approximately 700 feet too short, allowing flood water from a 100 year flood to back up through the undercrossing of I82 and inundate the area west of 182 and north of N Street. The attached memorandum of June 23, 1997 from Don Skone and Joan Davenport to Dick Zais provides additional specific information about these conditions. Recommendation We recommend adding a project to the Six -Year Transportation Improvement Program submittal. The Greenway Path and Dike Enhancements project is submitted for your consideration to add to the program as previously submitted. We recommend adding this project at priority number 14, the last unfunded project for 1998. The estimated cost of the improvements is $220,000. When matching funds become available we anticipate that 20% or $44,000 in local funds will be necessary. The Greenway Path is part of the transportation system and the Six -Year Transportation Improvement Program is an appropriate location to illustrate this need. Page 1 July 1, 1997 To: Dick Zais, City Manager From: Don Skone, Planning Manager Joan Davenport, Supervising Planner Date: June 23, 1997 Subject: Information Memorandum: Flood Plain Changes Summary of Action by FEMA On May 20, 1997 the Federal Emergency Management Agency (FEMA) published the second notice (in the Yakima Herald) which commenced the 90 day public comment period for flood plain map changes. FEMA proposes to change of the Base flood elevation (BFE) and the Flood Insurance Rate Map (FIRM) which identify the elevation of the 100 -year flood plain in two specific areas of the City of Yakima. 1) 1-82 crossing of the Naches River, extending 1000 feet westward to the railroad trestles; and 2) Approximately 1.1 miles downstream of East Nob Hill Road (south of the City Wastewater sprayfield, near freeway). The public comment period will end on August 20, 1997. Following the closure of the public comment period, FEMA will take action to publish new Flood Insurance Rate Maps (FIRM) for these areas in the Federal Register. Publication in the Federal Register takes several months after the close of the comment period, but is can be assumed that new FIRM maps will be issued for these areas in Yakima before the end of 1997. At the time of publication in the Federal Register, new FIRM maps will be effective. Impact of New FIRM maps A small area south of the City Wastewater sprayfield is affected, which has no structures and the modification of flood plain in this area has little impact. However, the region identified in the vicinity of 1-82 and the Naches River has significant impact. The current 100 -year flood plain extends south of the freeway, but is limited to the perimeter of the freeway, near the juncture of SR12 and I-82. Flood Plain Changes Page 1 Proposed changes in the flood plain identify a new area of flooding which extends on both sides of North First Street as far south as Tamarack and 0 Street, and west to the railroad underpass of SR 12. Approximately 165 additional parcels are affected by this new flood plain, including many developed businesses and residences. This new area of flood plain has an assessed value in excess of $24 million. Background of Proposed Map Change In 1992, Yakima County requested the Army Corp. of Engineers and FEMA to restudy the area of the Yakima River near Terrace Heights. In the process of the restudy of the Yakima River, the Army Corps surveyed the Yakima River upstream to the confluence of the Naches River. During this study, the area of potential flooding near I-82 was discovered. Near the I-82 bridges, the dike of the Naches River is deficient by one foot in height from meeting federal standards. Although the dike is above the flood plain elevation, it lacks sufficient "freeboard" to sustain flooding, based upon the calculations of the Army Corps of Engineers. On May 16,1994 an area in Terrace Heights was removed from the 100 -year flood plain (including the location of the new Wal-Mart store and areas east of the river). This action by F±MA certified that previous work by Yakima County for dike remediation was sufficient to meet federal requirements. On December 21, 1994 FEMA issued the findings of their report which impact the City of Yakima and other locations in the immediate urban area. Subsequent to this restudy, Yakima County conducted dike remediation based upon the findings. Dike improvements were undertaken in Yakima County via a bond.. The dike improvement project near the 1-82 bridge was deleted from the bond projects by Yakima County. Description of Necessary Improvements A preliminary set of engineering plans was drafted by Yakima County Public Works Department in January, 1995 to address dike remediation. The plans identify the cross section of the improvement which includes additional fill material to build the berm in height one foot as well as the reconstruction of a 10 foot wide paved trail, with stabilized slopes. The project area is approximately 1000 linear feet. No current working cost has been established for the project. Preliminary estimates are in the $200,000 range. Flood Plain Changes Page 2 A portion of the dike is located within right of way owned by the Washington State Department of Transportation. The western reaches of the dike appears to be located within an easement, since County Assessor records indicate the dike may be located on private property (owned by Robert Abrahamson). Coordination WSDOT Interchange Project The current I-$2/ Selah interchange improvement project is tangent to the dike area which is deficient of the necessary "freeboard". Project plans for the interchange indicate that some portions of the dike immediately adjacent to the interchange will be re -built. It is not clear how far west the WSDOT improvement is planned at this time. Funding for Dike Reconstruction No City or County funds have been appropriated to address this deficiency. No known source of funding has been identified or available at this time.
