R-97- 8 7 A RESOLUTION fixing the time and place for hearing on the Six Year Transportation Improvement Program for the period of 1998 through 2003. WHEREAS, the City of Yakima annually prepares, reviews and adopts a Six Year Program for the construction of streets and arterial streets in the City of Yakima for the ensuing six year period, all as contemplated and required by State and Federal law; and WHEREAS, a public hearing must be held on said program before final approval, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That said program shall be presented for hearing and determination on Tuesday, July 1, 1997, at the hour of 2:00 o'clock p.m. on said day, in the Council Chambers of the City of Yakima, at Yakima City Hall, Yakima, Washington, or as soon thereafter as the same may be heard, and that notice of such hearing be given as approved by law. Buchanan, Mayor City of Yakima Engineering Division MEMORANDUM May 29, 1997 To: City Council Dick Zais, City Manager From: Fred French, City Engin Subject 1998 - 2003 Six Year Transportation Improvement Program The attached PRELIMINARY Second DRAFT of the Transportation Improvement Program is for your review and comment. Each year the City is required by RCW 35.77.010 and RCW 36.81.121 to update its Six Year Transportation Improvement Program (TIP) for submittal to the Washington State Department of Transportation. This plan must include all transportation projects for which state gas tax revenue or federal revenue will be used. Please review the proposed plan and forward any questions or concerns to me. The schedule is to set the required public hearing on July 1,1997 and adopt this or an amended plan at that time. This plan for 1998 - 2003 consists of fourteen funded projects. Priorities 1-10 for 1998; priority 16 for 1999; priority 18 for 2000; and priorities 19 and 20 for 2001 - 2003. In addition, 62 projects are listed as unfunded for a total of 76 projects. Initial project ranking was performed utilizing grant funding approval and priorities of the most recent street bond issue proposal. Additional requests and data supplied by the Street and Traffic Division was then integrated with other project needs and the total list was reviewed and adjusted to the particular needs of the City of Yakima by the Streets, Traffic, Engineering and Transit Divisions. Pagel May 29, 1997 Funded Projects for 1998 Priorities 1 and 2 constitute the Yakima Avenue % 182 / Fair Avenue (Gateway) projects. The projects are carried forward from previous years to allow for potential expenditures in 1998. Eliminating the projects from the 1998 - 2003 TIP would risk project completion without the ability to expend project funds in 1998. Priority 3 is to install a new traffic signal at the intersection of Nob Hill Boulevard and 48th Avenue. Funding is federal and state with local matching funds from street revenues. This project is also carried over to ensure funding of all phases. Priority 4 - Powerhouse Road, from 40th Avenue to Pecks Canyon was submitted for regional funding to the Yakima Valley Council of Governments and was approved for regional competitive funds. Y :kima County, private development and the City of Yakima financially support the project. Priority 5 - - Yakima Avenue, from 6th Street to 10th Street was submitted for statewide competitive federal funding but was not ranked high enough to pass the funding cut off. The project is programmed to utilize the direct allocation of federal funds for Yakima, matched with gas tax revenue. Priority 6 - South Third Avenue, from Washington to Valley Mall Boulevard is a joint project with the City of Union Gap as the lead agency. Support of this project could improve funding opportunities. Our support is for the design phase of the project at this time. Priority 7 - Valley Mall Boulevard, from 1st Street to 3rd Avenue is a joint project with the City of Union Gap as the lead agency. Yakima County will provide additional support of this project. Support of this project could improve funding opportunities. Our support is for the design phase of the project at this time. Priority 8 - Englewood Avenue at the bridge west of Powerhouse Road. The project is to remove the bridges over the canals. This project has received funding from the state as a safety project. Pacific Street, From Fair Avenue to South 3rd Street is currently unfunded. Priority 9 - Sidewalks. Previous programs have included an annual commitment of $10,000 to sidewalk construction. The state "Power Washington Program" has approved three of the seven projects submitted by the city for funding. The projects are; Ridgeview Elementary, for new sidewalk on Cornell; Adams Elementary, for new sidewalk on Pacific; and Gilbert Elementary, for new sidewalk on Lincoln. The state grant funds require 50% matching. Half of the match will be provided by the Yakima School District. Priority 10 - Nob Hill Boulevard at 6th Street is scheduled for a new traffic signal. The funding for the design phase is proposed from existing resources available to the city. The project will be submitted for federal funding of the construction. Page 2 May 29, 1997 Unfunded Projects for 1998 Priority 11 & 12 are the two new grade separation railroad projects at Lincoln Avenue and B Streets that have been submitted for state and federal funding. Priority 13 is for a replacement traffic signal at the intersection of Nob Hill Boulevard and Fair Avenue. An application for state and federal funding has been submitted but this project was not funded for this round. Annual Programs Priorities 14,15 and 16, for Bus stops, traffic signs and storm drains are currently unfunded. Other Funded Projects The additional projects shown as funded are programmed to fully utilize the anticipated state and federal direct resource allocations: Priority 17 - 1999 - Yakima Avenue from 1St Street to 6th Street Priority 19 - 2000 - Yakima Avenue from 1St Street to 7th Avenue Priority 20 - 2001 - Yakima Avenue from 7th Avenue to 16th Avenue Priority 21 - 2003 - South First Street from Mead Avenue to Washington Other Unfunded Projects All additional projects, priorities 18, and 21 - 72 are currently unfunded. Projects in this category may be submitted for grant or other funding without amending this 1998 - 2003 TIP. The total Six Year Transportation Improvement Program for 1998 through 2003 is estimated at $139 million for current needs. The capacity improvements recommended in the growth management plan add $30 million in needs for the same period as this TIP (1998 - 2003) shown as Yr 1- Yr 6. The capacity improvements for Yr 7 to Yr 18 total $71 million. The total of all transportation needs includes $8 million funded projects and $232 million unfunded for a total of $241 million for all needs. The attached ten-year History of the Yakima Transportation Improvement Program demonstrates the progress made and the changes in the funding availability for transportation in Yakima. 1989 will be used as the base year for this comparison. 1989 -1994 The total plan for 1989 -1994 was $25.5 million with 38 projects for an average cost of $0.7 million each. Several number 1 priorities were listed because separate priorities were listed for each street classification. Most of the work was scheduled for resurfacing only. Several new signals were programmed and funding was anticipated for the majority of the plan. 1992 -1997 The total plan for 1992 -1997 was $70 4 million with 56 projects for an average cost of $1.3 million each. By this time, several street and signal projects had been completed from the previous plans, but additional needs had been identified. Significant additions to the plan included the Gateway Project for $13.4 million, and 14 major rehabilitation projects averaging $2.3 million each for $31.6 million. The total of these additions was $45 million. In addition, several projects were re -budgeted from resurfacing to street rehabilitation. The majority of the plan was a demonstration of the long-range needs and many projects were unfunded. Page 1 May 20, 1997 1995 - 2000 The total plan for 1995 - 2000 was $64.4 million with 49 projects for an average cost of $1.3 million each. Again, several street and signal projects had been completed from previous plans, and additional needs had been identified to replace the completed projects. The total plan was reduced because the state began requiring submittal of financially constrained programs. 1998 - 2003 The total plan for 1998 - 2003 is $137.6 million with 72 projects for an average cost of $1.9 million each. Significant additions to the plan included three new grade separated railroad crossings for $56 4 million, and 5 major rehabilitation projects averaging $2.3 million each for $11.4 million. The total of these additions is $67.8 million. In addition, several projects were re -budgeted from resurfacing to street rehabilitation.
