A RESOLUTION providing for volunteer contribution shuttle bus service
to the Yakima County Fairgrounds on July 4, 1997.
WHEREAS, the Yakima Fourth of July Committee plans to hold a
large public celebration on July 4, 1997 at the Yakima County
Fairgrounds which will be free to the public and is contemplated to
gather a large group of citizens of the City of Yakima; and
WHEREAS, such a gathering is apt to lead to traffic congestion,
parking congestion, and increased air pollution in the area; and
WHEREAS, the City Council wishes to alleviate such burdens on
the general public through providing volunteer contribution shuttle bus
service to the aforementioned public celebration, now, therefore,
. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
YAKIMA:
The Public Works Director is hereby authorized and directed to
provide volunteer contribution shuttle bus service on July 4, 1997 to the
Yakima County Fairgrounds according to time schedules and along
routes which the Public Works Director deems best to decrease traffic
congestion, parking congestion, and air pollution.
The Public Works Director is further authorized and directed to
publish the routes and time table of such service in a newspaper of
general circulation at least two (2) days prior to the commencing of such
service.

1997.

ITEM TITLE: Resolution establishing that the fare for shuttle bus service to
the 1997 4th of July celebration be by voluntary contribution

SUMMARY EXPLANATION: At the March 26, 1997, meeting of the Council Transit
Committee, the issue of whether or not to charge a fare for the shuttle bus
services for the annual 4th of July celebration at the County Fair Grounds was
again placed on the table for discussion. Since the beginning of these Independence
Day activities, shuttle bus services have been provided free to the public. Last
year a volunteer donation was requested. The Transit Operators involved donated
their time which greatly reduced operating expenses(to $628.26). Thus, the
revenue received ($381.73) covered more than half the Transit Division's direct or
out of pocket costs. It was proposed that the policy of providing the public the
opportunity to make a voluntary donation be continued in 1997. The attached
resolution was prepared for that purpose.
