R-97- 59 A RESOLUTION authorizing the sole source purchase of a Trimble Navigation Global Positioning System. WHEREAS, Article VI, Section 6 of the City of Yakima Charter and the Yakima Municipal Code Chapter 1.80 generally require that contracts for purchase of equipment in excess of $25,000 be done by competitive bid, subject to certain exceptions; and WHEREAS, the law recognizes a "sole source purchase" exception from these competitive bidding requirements when, due to the uniqueness of the product to be purchased, it would be futile to utilize competitive bidding for such product; and WHEREAS, the Information Systems Division requires the purchase of a mapping grade global positioning system to provide extremely accurate mapping data; and WHEREAS, an extensive search and investigation conducted by personnel from the Information Systems Division reveals that only Trimble Navigation offers a global positioning system that is extremely accurate, reliable, efficient, and fully compatible with the global positioning system utilized by Yakima County and other state/local agencies; and WHEREAS, Trimble Navigation has certified that its product is being offered to the City at the lowest possible price it has sold the same system to any other municipality in the State of Washington; and WHEREAS, it would be futile to call for bids regarding a global positioning system since there is only a single source for this equipment that is extremely accurate, reliable, efficient, and fully compatible with the global positioning systems utilized by Yakima County and other state/local agencies, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized and directed to purchase a global positioning system from Trimble Navigation as a sole source purchase without calling for bids. These features include: Real-time, high accuracy data collection, compatibility with existing GIS, minimal post processing and potential integration of an Automated Vehicle Location system. Complete Compatibility. The purchase of Trimble GPS equipment will assure that we are completely compatible with other Yakima County and other State & local agencies. Other vendors offer some compatibility, but only Trimble guarantees 100% compatibility with Yakima County's GPS system. Relevant Reference= Trimble has many customer references in Washington State. Trimble claims a 97 percent market share of survey quality GPS systems in Washington State. A recent survey done by GPSWorld magazine found worldwide Trimble has a 67.1 percent market share on all of their GPS products. The only other system of consideration could not offer any relevant references in Washington. System S.pporb Because of the Targe number of Trimble users in Washington State, they maintain an office in Bellevue. Geoline is a distributor of Trimble equipment. They also maintain an office in Bellevue. In any technically oriented industry, the users can also rely on other customers as a means of support. Their experiences will help us with our similar uses of this equipment. Reliability and Uniqueness: After a fairly exhaustive search of GPS vendors, only Trimble could supply the equipment that could reliably do the work. The customer will need to supply a 12 volt deep cycle marine battery to operate the Trirrmmar1:11 base radio. GeoLine Positioning Systems, Inc. can provide information on a company that can undertake the necessary paperwork to obtain a license for a minimal fee. GeoLine can also provide a Interstate 12v battery for the base radio. Delivery of receivers is possible within 30 days. Special arrangements would need to be mad? if faster turn -around is required.
