R-97- 43 t • A RESOLUTION authorizing a sole source designation for purchase of rehabilitation and repair services and parts for the Alfa Laval Sharples DS 706 biosolids centrifuge utilized at the City of Yakima Wastewater Treatment Facility. WHEREAS, the Alfa Laval Sharples DS 706 biosolids centrifuge is utilized at the wastewater treatment facility to dewater treated biosolids; and WHEREAS, the dewatering of treated biosolids is a critical function of normal wastewater treatment operations and the wastewater treatment facility may not operate for any length of time without this dewatering function; and . WHEREAS, it was discovered in the fall of 1996 that the Alfa Laval Sharples DS 706 biosolids centrifuge suffered from mechanical difficulties; and WHEREAS, repair of and installation of replacement parts in the biosolids centrifuge is necessary in order for the machine to be safely and effectively operated on' a long-term basis; and WHEREAS, the estimated costs of the necessary rehabilitation and repair services and parts of the biosolids centrifuge is approximately $100,000.00; and WHEREAS, an investigation by the Wastewater Division personnel reveals that the necessary replacement parts and repair work are only available from one source - Alpha Laval Sharples, a business unit of Alpha Laval Separation, Inc.; and WHEREAS, it would be futile to call for bids for the repair and rehabilitation 'services and parts since there is only a single source for said services and parts, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The Wastewater Superintendent is hereby authorized and directed to purchase/secure all necessary repair and rehabilitation services and parts for the Alfa Laval Sharples DS 706 biosolids centrifuge utilized at the wastewater treatment facility from Alfa Laval Sharples, a business unit of Alfa Laval Separation, Inc. as a sole source purchase without calling for bids. After the inspection process is complete we will submit a formal quotation concerning the finalized scope of work to you for final approval. Scope of Work 1. Disassemble and clean for inspection 2. Inspect to OEM specifications 3. Prepare quotation for recommended repairs including extension replacement. 4. Replace all bearings, grease seals, "0" rings, gaskets, damaged hardware, spacers, shims, and lubricants with Alfa Laval repiacemem components. 5. Replace bowl hub seals 6. Assemble and balance Conveyor to Alfa Laval specifications 7. Assemble and balance bowl to Alfa Laval specifications. 8. Assemble rotating assembly complete for testing. 9. The cost of the above tune up is approximately $31,733.00 with the cost of the new extension as an additional S47.437.92 for a total of 579.170.92. Please note that this estimate assumes that all of the hard surfacing systems are intact and in acceptable condition for continued use. Per your instructions we will not be doing any inspection or work to the gearbox the cost for service to the gearbox has not been included in the above estimate. Freight and Taxes have not been included in the above estimate. When the unit is sent into the repair facility please send the entire rotating element, complete including the gearbox. The reason for this is to make sure that when the centrifuge is tested that all the elements of the assembly are in proper working order. As a reminder the lead time for the extension casting is 125 days after the order is placed, this will be the critical component regulating the job's completion time. The cost estimate of the necessary repair and rebuild of the unit is approximately $100,000. The attached scope of work and cost estimate outlines the service required for a total of $79,170.92. The additional $20,000 (for a total of $100,000) provides for taxes, shipping and any unforeseen repairs which would be identified at the factory. This is an approved 1997 budget item in the 472 Fund under Project # 1804. City purchasing guidelines require City Council approval of this request to proceed with the project. Upon City Council authorization, a Purchase Order can be given to Alfa Laval Sharples to begin the work. The rebuild is scheduled to be performed by the manufacturer Alfa Laval/Sharples at their Warminster, Pa. maintenance facility. Rehabilitation of this unit has been anticipated since the discovery of mechanical problems in the fall of 1996. Repairs were completed but the manufacturer has notified us that replacement of a portion of the device is necessary to insure safe, long term operation. We are now scheduling this work for the second or third quarter of 1997. A replacement piece (...continued...) The body of the centrifuge will then be shipped back to the repair facility for installation of replacement part and followed by rebalancing. The balancing is necessary because of the high rotation forces created in the normal operation of the machine. Dewatering treated biosolids is acritical function of normal operations and the treatment facility may not be without the dewatering function for any length of time. A backup unit of lesser performance will be used in the interim. The rebuild expense is budgeted in the 472 Facilities reserve fund under maintenance and repairs. sharpies rebuild March 14, 1997 cw
