R-97- 33 A RESOLUTION Adopting the 1996 Water Cost of Service and Rate Study for the City of Yakima, Washington. WHEREAS, the City of Yakima biannually prepares a Water Cost of Service and Rate Study, hereinafter known as the "Study"; and WHEREAS, a financing study is one element necessary to provide for the water needs of the area for the health, safety and well-being of the people, as well as complying with State and Federal environmental laws and regulations; and WHEREAS, the City Council has complied with statutory requirements for public hearing on the findings of the Study; and WHEREAS, the City Council, through deliberation, has made changes in and additions to such Study; and WHEREAS, the City Council deems it to be in the best interest of the City to adopt by resolution the 1996 Water Cost of Service and Rate Study, now, therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The document entitled 1996 Water Cost of Service and Rate Study, dated January 21, 1997, as amended and modified, a true copy of which Study is on file in the City Clerk's Office and is incorporated by reference herein, is hereby adopted by the City of Yakima. SUBMITTED BY: Dueane Calvin, Water/Irrigation Manger Dave Brown, Water/Irrigation Engineer Glen Rice, Assistant City Manager John Hanson, Finance Director CONTACT PERSON/TELEPHONE: Dueane Calvin 576-6480 SUMMARY EXPLANATION: Action on the recommendations of the 1996 Water Cost of Service and Rate Study was deferred from December, 1996 budget discussions until such time in early 1997 when a Study Session could be held. Special interest from Council was shown in the proposed rate structure that moved from the present six (6) rate blocks to four (4), as well as several items included in the Proposed Capital Improvement Program brought forward out of the 1994 Water Comprehensive Plan. Also'deferred were Budget Policy Issues for two Waterworks Specialist I Positions and one Full Time DA -II position for the Irrigation portion of the Division, please refer the Ittached 1997 Policy Issues. Additional materials were prepared subsequent to the Study Session that detailed several possible options that would provide for the Division's revenue needs and are included as attachments. ... continued .. . Resolution X Ordinance X Contract Other (specify) Funding Source 474 Water Operating Fund and 146 Irrigation Operating Fund APPROVED FOR SUBMITTAL: STAFF RECOMMENDATION: Staff respectfully requests City Council to: 1) Adopt, by resolution, the 1996 Water Cost of Service and Rate Study; 2) enact by ordinance, 1996 Water Cost of Service Recommendations AS AMENDED by deliberation; and 3) approve 1997 Budget Policy Issues as submitted to Council in the 1997 Preliminary Budget (copies attached). BOARD/COMMISSION RECOMMENDATION: COUNCIL ACTION: Staff respectfully requests City Council adopt, by resolution, the 1996 VVater Cost of Service and Rate Study, and enact by ordinance recommendations as presented in the Study with the amendments as arrived at by Council deliberation. The following recommendations (pages 3 and 4) are provided to adjust the current rate and fee schedules to generate the target revenue increase of approximately $931,000 over the next two years. Actual revenue levels will vary due to implementation timing. 2
