A RESOLUTION: Establishing a Van Pool Program within the City of
Yakima, Transit Division.
WHEREAS, the City of Yakima provides public transportation
services to the citizens and visitors of Yakima through its Transit Division,
and
WHEREAS, the City Council desires to add convenience to the public
transportation services the Transit Division provides to the community,
and
WHEREAS, van pool services provide vehicles and support for
multiple persons to be transported to a common destination by one of the
van pool participants operating within standards, guidelines, and rules
established by the City of Yakima, and
WHEREAS, the cost of van pool services can be covered by fees
charged to persons who utilize the service, and
WHEREAS, the Transit Division can add van pool services to the
complement of public transportation services which it provides to the
community, and
WHEREAS, the City Council considers it to be in the best interest to
the City and its citizens to provide van pool services, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
YAKIMA:
The Transit Manager of the City of Yakima is, hereby, authorized and
directed to create, implement, and administer a van pool program, the cost
of which being born by program participants.

SUBJECT: Van Pool Report
We have had two inquiries from Yakima citizens regarding the City
providing van pools. Both are groups who are currently in private van
pools which are ceasing operations and would like the City to provide this
service. Our research into this issue yielded the following information.
There are many options for administering van pools. However, there are
some generalities which can be applied.
Vans are available from the Wash. State D.O.T. on a lease basis. Most
programs begin with State vehicles. As they grow vehicles are purchased
by the agency. As an example, Ben Franklin Transit, serving the Tri -
Cities, currently has 114 van pools. 13 out of the 24 transit systems in
Washington State provide van pool services.
Insurance can be purchased for the van pools or the City can provide self
insurance with its own equipment. Either way, the cost is prorated in the
user fee.
The City can design the program and the policies which govem its
operation in any way it sees fit. Such programs are not regulated.
VEHICLES: 15 passenger vans -
Lease cost: $350/month; leases are minimum 6 months
Storage: vans can be stored at Public Works facility, at park and ride
facilities, or at the worker/driver's home.
Maintenance: can be done at Public Works facility or contracted out.
Fuel: can be provided at Public Works facility or through private
vendor.
USER FEES: Include all costs incurred to provide van service to include -
Fixed costs: capital costs amortized over life of vehicle (or van lease
fee paid to State), administration, and insurance.
Operating costs: per mile charge to cover cost of fuel, maintenance,
and other costs incurred
The total costs is calculated at a rate per van per month. It could be
anticipated that the monthly fee per van could be $750 to $800. The
monthly cost is shared between the participants in the individual van pool.
WORKER/DRIVER: one of the participants in the van pool -
Duties: Responsible for vehicle while it is under their control, collect
fees from other participants, see to the care and maintenance of vehicle,
pick up and drop off all other participants
Qualifications: Must have 5 years driving experience with clean driving
record, must attend mandatory worker/driver training provided by the
City, must sign agreement with City which states expectations and
responsibilities. Examples are available from other transit systems.

SUMMARY EXPLANATION: The City has received inquiries regarding our
providing van pool services. The Council Transit Committee has reviewed the
matter. Finding that all program costs are covered by participant fees, that the
State has vans available for lease, and that the requests come from Yakima
citizens, the Committee is forwarding a favorable recommendation to the full
Council on this matter. A copy of the staff report done for the Transit Committee
is attached for your information.
