HomeMy WebLinkAboutR-1996-153 Appointment / Municipal Court JudgeRESOLUTION NO. R-96- 153 A RESOLUTION confirming the appointment of Jonathan H. Martin as the City of Yakima Municipal Court Judge. WHEREAS, on October 21, 1996, the Yakima City Council passed Ordinance No. 96-68 creating a municipal court to commence operation on January 1, 1997; and WHEREAS, pursuant to RCW 35.18.060(2) and RCW 3.50.040, the City Manager has appointed Jonathan H. Martin as the Municipal Court Judge, subject to confirmation by the City Council; and WHEREAS, the position of Municipal Court Judge shall be an elective position in accordance with RCW Chapter 3.50, and the statute provides for an initial appointment of the Municipal Court Judge until the scheduled election; and WHEREAS, the City Council deems it to be in the best interest of the City of Yakima to confirm the appointment of Jonathan H. Martin as the City of Yakima Municipal Court Judge, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The appointment of Jonathan H. Box 193 Yakima, WA 98907-0193 SUBJECT: City of Yakima Municipal Court Judge Position Dear Jonathan: This will confirm my offer to you to become the new Municipal Court Judge for the City of Yakima, effective upon confirmation by the City Council. Pursuant to our discussion, your starting salary will be $6,153 per month (Step D of the City's current pay plan). You are required to have a pre-employment physical examination which may be scheduled through our Human Resources Division. am submitting your name to the Council for a confirmation action on Tuesday, November 26 at 9:00 a.m. As you are aware, in order for you to retain this appointment, State law requires you to be elected by the voters of the City of Yakima at the next City Municipal Election on November 4, 1997. Subsequent to your completion of one year of service and successful re-election to the position, you will be eligible for a merit salary increase to Step E of the City's current Pay Plan. Thereafter, you would be eligible to receive annual cost -of -living adjustments if granted by the City Council. In addition, you are entitled to participate in the City's Management Benefit Program (see attached). Martin as the City of Yakima's new Municipal Court Judge as required by State law and the Ordinance creating the City Municipal Court. Mr. Martin was chosen from thirteen candidates who offered a broad range of experience and abilities. Interviews with five finalists were held on Wednesday, November 20 and Thursday, November 21 with a panel consisting of Mayor Lynn Buchanan, Assistant Mayor John Puccinelli, Council Member Ernie Berger, Retired Superior Court Judge Bruce Hanson, City Manager Dick Zais, Finance Director John Hanson, Police Captain Doug Bronson, and Court Administrator Linda Morris. The panel conducted a very careful, thoughtful and deliberate interview process. Mr. Martin's record of experience, qualifications and preparation for this position made him the consensus choice of the interview/selection committee. Since 1994, Mr. Martin has served as Judge for the Union Gap Municipal Court and was instrumental in establishing the initial operations of this court. He has also served as Judge Pro Tem for the Yakima County District Court since 1987, has been a practicing attorney in civil matters since 1980 and from 1977-1980 clerked in the law offices of Martin and Marquis. Mr. Martin passed the Washington State Bar in 1980. He attended Willamette University College of Law in Oregon, earned his undergraduate B.A. in history from the University of Washington and graduated from Eisenhower High School in 1963.
