A RESOLUTION Adopting a requirement that all site plans submitted in
conjunction with any City of Yakima building permit
application, land use application, and environmental
application must contain certain information and be
approved by the appropriate Division manager.
WHEREAS, effective application and enforcement of the City's land
use, construction, and environmental codes is dependent upon the
submittal of complete and legibly drawn site plans; and
WHEREAS, a site plan is critical to documenting existing conditions
and providing legal notice regarding proposed building or land use projects
to adjacent property owners and interested citizens; and
WHEREAS, Chapter 15.11 Of the Urban Area Zoning Ordinance
contains detailed information concerning the contents for both general and
detailed site plans; and
WHEREAS, preparation of the site plan is equally as important to an
understanding of the project as the information that it contains; and
WHEREAS, the City Council deems it to be in the best interest of the
City that the requirements for site plan preparation be revised, now
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
All site plans submitted with any City of Yakima building permit
application, land use application, and environmental application must
contain the following information shown in the attached exhibit of
site plan requirements and be acceptable by the appropriate division
manager.

SITE PLAN CONTENTS REQUIREMENTS
--The site plan slhall be legibly drawn on paper of sufficient size to
contain the required information, but not less than 8-1/2" x 11"
for Class (1) or 11" x 17" for Class (2).
--All site plans shall be drawn to a standard engineering scale. The scale
used shall best fit the paper. The scale used shall be indicated on the plan.
--The site plan shall include the following information:
•site address and parcel number,
'zoning district of subject site and adjoining properties,
.property boundaries and dimensions,
•names and dimensions of all existing streets bounding or
touching the site,
•dimensions, location and use of proposed and existing construction,
•structure setbacks,
•North arrow,
•lot coverage with calculations shown on the plan,
.location and size of any easements,
•location and type of existing and proposed landscaping including
landscaping located within the public right-of-way,
.location and size of existing and proposed side sewer and water
service lines,
•adjacent land uses,
•location and size of all parking spaces with the parking calculations
shown on the plan,
•location and dimensions of proposed or existing driveway
approaches,
•vision clearance triangles at street intersections and at driveways,
•curb cuts intersecting with streets,
'location and size of new or existing loading spaces and docks,
•location and size of proposed or existing signs,
•location, type and description of required site screening,
•location and size of required site drainage facilities including on site
retention,
•location, size and surfacing of refuse container area,
•location and size of existing or proposed sidewalks within 200 feet,
and
improvements including those located within the public rights-
of-way,
•name, address, phone number and signature of the owner or
person responsible for the proposed project,
•any other information required by the planning department or
reviewing official to clarify the proposal, assess its impacts, or
determine compliance with the Yakima Municipal Code and other laws
and regulations.

SUMMARY EXPLANATION:
Recently, City Planning and Code Enforcement Divisions have dealt with several
complex and difficult zoning and code enforcement situations. The resolution of this
matters has pointed out the critical importance of site plans to efficient and effective
development review and decision making on land development applications. To be
effective, site plans must convey all needed information in an accurate, clear, and
concise manner.
Staff met with the Community and Economic Development Review Committee July 31,
1996 and with Phil Hoge, Betty Gaudette and Terry Chacon August 1, 1996. Both
groups concurred with proposed resolution.
The attached resolution compiles and establishes the various site plan requirements
of the municipal code as the minimum requirements for all site plans submitted for
zoning and development permits.
