McGuinness by renaming Swan Park "Dr. Don McGuinness Park". WHEREAS, the honorable Donald L. "Don" McGuinness, M.D. was a native of Yakima, and is held in highest esteem by all members of the medical profession and the community at large; and WHEREAS, as a person, family man, and community leader, Don McGuinness' accomplishments include: • Graduated from Yakima High School. • Completed pre -medical studies at Stanford on a basketball scholarship. • Completed medical school at University of Washington, 1955. • Served as a Captain in the U.S. Army Medical Corps, 1956-1958. • A second generation Yakima physician, one of whose children is now a third generation physician. • Board Certified by the American Board of Pediatrics in 1962. • A President of the Yakima County Medical Society. • Founder and President of Yakima Pediatrics Associates, 1980 -1991. • An outstanding pediatric clinician. DON McGUINNESS PARK" Page 1 • A Founder of Yakima'Valley Speech and Hearing Center. • The only person to serve as president of medical staffs of both Providence Yakima Medical Center and Yakima Valley Memorial Hospital. • Instrumental in general development of children's health services in the Yakima area, establishing the neo -natal Intensive Care Unit at Memorial Hospital, recruiting pediatricians and other family practitioners to Yakima, and more recently in re- establishing the University of Washington Family Practice Residency Program in Yakima. • Retired from his pediatrics practice in 1991, but continued service as Medical Director/Director of Quality Assurance for the conjoined staffs of Providence Yakima Medical Center and Yakima Valley Memorial Hospital. • A Founder and Board Member of the Yakima River Greenway Foundation. • A Trustee of Yakima's Capitol Theatre. • A President of the Yakima Downtown Rotary Club. • A social activist and advocate for children and young adults, committed not only to the medical care of children but to their overall well-being. • A leader among leaders in the medical community and the community at large -- his skillfull support of a particular effort such as school bond levies and hospital fund raisers, often together with his wife Marallyn, imparted the highest level of credibility to the entire enterprise. • Above all, committed to kids: Dr. McGuinness directly touched the lives of thousands of children and families in Yakima. • Was known and is remembered by friends and colleagues for gentleness, warmth, commitment, and reliability: by his talents and consistent hard work Donald McGuinness made Yakima, and the Yakima Valley, a better place. WHEREAS, the City of Yakima owns and operates a public parks system governed by a Parks and Recreation Commission; and WHEREAS, Don McGuinness served as a member of the Metropolitan Parks Commission, now known as the City Parks and Recreation Commission, from 1972 to 1979, and as a Parks Commissioner provided invaluable leadership in planning and executing development of Randall Park, redevelopment of Washington Park, and construction of a new Senior Center, new swimming pools at Lions Park and Eisenhower High School, and a new bathhouse at Miller Pool, and general improvements at virtually all of the City's parks; and WHEREAS, Don McGuinness recognized the value of a City park in north central Yakima and proposed the acquisition of land at 1407 Swan Avenue as the site for such a park, which has been known as Swan Park . Additional land has been acquired, and with funding from the Interagency Commission for Outdoor Recreation, the site is scheduled for development in 1996 as Yakima's newest park; and RESOLUTION RENAMING SWAN PARK : "DR. DON McGUINNESS PARK" Page 2 WHEREAS, numerous members of the community have urged the Yakima Parks and Recreation Commission and the Yakima City Council to honor Don McGuinness by renaming the Swan Park after him; and WHEREAS, the Yakima Parks and Recreation Commission has approved and recommended renaming Swan Park after Don McGuinness; and WHEREAS, it is not only in the best interest of the City, but it is an honor and a privilege to extend such richly deserved recognition, and to let children and families in future generations know of a special person who has contributed so much to Yakima, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: What has heretofore been known as "Swan Park" shall henceforth be known by the name: "Dr. Don McGuinness Park" and all previous references to "Swan Park", including the Yakima Comprehensive Parks and Recreation Plan, the 1996 Neighborhood Improvement Project (NIP) grant, and the 1995 Interagency Committee for Outdoor Recreation ("IAC") Grant materials, shall be understood as referring to Dr. Don McGuinness Park. Williamson / 575-6020 SUMMARY EXPLANATION: The Parks and Recreation Board of Commissioners is recommending a name change for the Swan Park site. The Commissioners are recommending the City Council change the name of the park site from Swan Park to Dr. Don McGuinness Park. Dr. McGuinness was a long time member of the Parks and Recreation Commission and was very active in the Community. It was Dr. McGuinness' idea to purchase the property which later become known as the Swan Park site. The Parks and Recreation Commission believes the naming of the park site for Dr. McGuinness is a deserving tribute in recognition of his outstanding service to our Community.
