RESOLUTION NO. R 96 - 7 7
A RESOLUTION authorizing the Transit Division to issue youth bus passes as part of the
Quantum Opportunity Program.
WHEREAS, the City is currently providing public transportation services to the
citizens and visitors of Yakima through its Transit Division, and
WHEREAS, the OIC is administering the Quantum Opportunity Program of the Ford
Foundation for a period of four years, and the Quantum Opportunity Program is in need of
transportation services for program participants, and
WHEREAS, The City Council desires to assist providing transportation services to
the participants of the Quantum Opportunity Program by providing monthly youth transit
passes in consideration of labor services to the City, and
WHEREAS, the City Council wants to enable the participants of the Quantum
Opportunity Program to earn their transit pass through their own labor by doing community
service type projects for the which the monthly transit pass will be sole compensation, and
WHEREAS, OIC will be providing insurance and supervision for the program
participants and the City will provide community service projects and any tool required to do
the tasks, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA
The City Transit Division is hereby authorized to issue in consideration of the
beneficial labor services to be provided to the City as part of the Quantum Opportunity
Program
ADOPTED BY THE CITY COUNCIL this day of June, 1996.

SUMMARY EXPLANATION:
The Ford Foundation is funding a youth training program, called the Quantum Opportunity
Program, through the OIC in cooperation with the school district and Davis High School.
However, program funding does not include transportation costs. Rather than ask the City to
donate bus passes, the Quantum staff would like for the participants to have a chance to earn bus
passes. To that end, compensation for labor services will be provided in the form of Youth Transit
Passes.
Approximately 50 high school freshman students are involved in the program, which will follow
them through their high school years and, hopefully, into college or technical training.
