A RESOLUTION authorizing the City of Yakima Transit Division to issue
promotional fare bus passes to 125 Japanese exchange students
and escorts to be valid during a two week period of time while
these students visit the City of Yakima.
WHEREAS, the City of Yakima will be receiving 125 Japanese exchange students
and escorts for a two week period of time in April 1996; and
WHEREAS, the City Council finds that the City would significantly benefit from
allowing these Japanese exchange students and escorts to use the City's transit system
at no cost during their two week stay in the City of Yakima; and
WHEREAS, the City Council finds it to be in the best interest of the City of
Yakima to issue 125 promotional fare bus passes to these Japanese exchange students
and escorts for the purpose of encouraging tourism in the City of Yakima pursuant to
RCW 35.21.700, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City of Yakima Transit Division is hereby authorized and directed to issue
125 free (promotional fare) bus passes for use by Japanese exchange students and
escorts on the City's transit system during a two week period.

ITEM TITLE: Consideration of action providing monthly Transit Passes to the
Yakima School District on behalf of visiting Japanese exchange
students and their adult escorts.

SUMMARY EXPLANATION: The City Council received a letter from the Yakima
School District requesting the donation of Transit Passes for 120 visiting students
from Japan and their adult escorts. The visitors will be in Yakima for about two
weeks. The cost for 120 youth passes and 5 adult passes is $1,525. At a later
date, a group of students will be traveling to Japan on the exchange program. This
matter has been discussed with the Legal Department. The passes can be provided
to the School District as a legal exchange between government agencies. It will
then be up to the School District to decide whether their giving the passes to the
visitors poses them a legal concern.

This is the 22nd year for the Yakima School District, and neighboring
school districts, to participate in the Yamate Exchange Program
with Yamate High School, Yokohama, Japan. This year's program
will take place April 11 - 25, with Japanese students visiting Yakima,
and July 22 - August 5, with Yakima area students traveling to
Japan.
On behalf of the 62 Yakima area families hosting 120 Japanese
students, between April 11 and 25, I am requesting 125 bus passes
for students and chaperones while they visit our city.
In the past, by the City of Yakima providing these students and
chaperones bus passes, it has allowed our visitors the freedom to
shop, visit parks, and attend school while they are in Yakima.
