A RESOLUTION authorizing the Yakima County Commissioners to place the
Emergency Medical Services Levy on the ballot for a re -
approval of six years by the voters.
WHEREAS, Yakima County has imposed an Emergency Medical Services
(EMS) Levy for the past six years at the rate of $.25 per one -thousand dollars of the
assessed value of property; and
WHEREAS, the current EMS Levy expires on December 31, 1996; and
WHEREAS, the City of Yakima utilizes funds from this levy in order to
provide emergency medical services to its citizens; and
WHEREAS, the City recognizes the need for quality emergency medical
services and the elimination of this resource would reduce the ability of the City to
continue to deliver the current quality of emergency medical services; and
WHEREAS, Yakima County may not place this levy on the ballot without the
approval of the legislative authority of each city exceeding 50,000 in population
within the County per the provisions of RCW 84.52.069(4); and
WHEREAS, the City of Yakima is located within Yakima County and has a
population in excess of 50,000 persons, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The Yakima County Commissioners are authorized and encouraged to place
the EMS Levy on the ballot, at the current rate of $.25 per one -thousand dollars of
the assessed value of property, before December 31, 1996, for the citizens of Yakima
County to vote on the continuation of this levy.

A RESOLUTION by a joint general meeting of Yakima County Fire Commissioners and
Yakima County Fire Chiefs requesting the Yakima County
Commissioners to place the EMS Levy on the ballot for a re -approval
of 6 years by the voters.
WHEREAS, The Yakima County Fire Commissioners and Yakima County Fire
Chiefs Associations recognize the need for quality Emergency Medical Services; and
WHEREAS, these associations are committed to deliver quality Emergency Medical
Services to the citizens of Yakima County; and
WHEREAS, the Emergency Medical Services Levy provides the resources to
provide training and delivery of said services; and
WHEREAS, the current EMS Levy (.25 per 1,000) expires on December 31, 1996,
and
WHEREAS, the elimination of this resource would reduce the ability of these
associations to continue to deliver the current quality of Emergency Medical Services;
and
WHEREAS, these associations have determined that in the best interest of the
citizens of Yakima County that the continuation of the EMS Levy will provide a better
quality of life, now, therefore,
BE IT RESOLVED BY THE YAKIMA COUNTY FIRE COMMISSIONERS AND
THE YAKIMA COUNTY FIRE CHIEFS ASSOCIATIONS•
That the above associations support and encourage the Yakima County
Commissioners to place the EMS Levy on the ballot, at the current rate of .25 per
thousand, before December 31, 1996, for the Yakima County Citizens to vote on the
continuation of this vital resource.

SUMMARY EXPLANATION: Yakima County currently imposes an Emergency
Medical Services Levy at the rate of $.25 per one -thousand dollars of the assessed
value of property located in Yakima County. The City of Yakima receives a pro -rata
share of that levy. During the last six years that this levy has been in effect the City
has received approximately $4,000,000.00 for emergency medical services. The
current levy expires December 31, 1996. In order to maintain the current funding
the Yakima County Commissioners will need to place the Emergency Medical
Services Levy on the ballot for re -approval of another six years. This item may not
be placed on the ballot by the County Commissioners without the approval of the
Yakima City Council. RCW 84.52.069(4). (Continued on page 2.)

If the voters approve the County's $.25 per one -thousand levy, the City of Yakima
would be allowed to assess its own emergency medical services levy equal to the
difference between the rate of the levy by the County and the maximum allowable
level of $.50 per one -thousand dollars of the assessed value of property. It is
important to note that "if a County proposes to impose tax levies under this Section,
no other ballot proposition authorizing tax levies under this Section by another
taxing district in the county may be placed before the voters at the same election at
which the county ballot proposition is placed." RCW 84.52.069(4). Hence, the
proposed levy allows the City to propose its own levy to the voters at some later
election.
The Yakima County Fire Commissioners and Yakima County Fire Chiefs have
already requested that the County Commissioners place the EMS Levy on the ballot
(See attached resolution).
