For Meeting of: November 1, 2016 ITEM TITLE: Resolution authorizing temporary emergency cold weather shelters in the City of Yakima from November 15, 2016 to March 15, 2017, and allowing approved churches to serve as shelters SUBMITTED BY: Joan Davenport, Community Development Director Joe Caruso, Code Administration Manager SUMMARY EXPLANATION: This will be the tenth year that the City of Yakima partners with faith based groups and service providers for emergency cold weather shelters from November 15, 2016 to March 15, 2017. This year, Yakima Neighborhood Health has requested approval to work with the following three locations: Englewood Christian Church (511 N 44th Ave), Central Lutheran Church (1604 W Yakima Ave) and Unitarian Universalist Church (225 N 2nd St). The proposed Temporary Emergency Cold Weather Shelter Program sets minimum standards and requirements for the shelters. Requirements set out in the policy focus on the temporary volunteer managed characteristic of these shelters. The floor plan configuration of the homeless sleeping areas within each of the churches would be reviewed and approved by the Building /Fire Official. With these standards in place, additional churches may be approved as we move into the cold weather season. R -2016- A RESOLUTION authorizing and directing the Yakima Community Development Department to identify and implement a policy regarding temporary emergency cold weather shelters in the City of Yakima, and providing that such policy shall be valid only from November 18, 2016 through approximately March 15, 2017 WHEREAS, the City of Yakima, in conjunction with the Yakima Neighborhood Health Services, is aware that there is within the City of Yakima a population of homeless persons who may require temporary emergency shelter from cold weather; and WHEREAS, owners of various buildings, including churches, located within the City of Yakima have indicated that they are willing and able to provide temporary emergency shelter; and WHEREAS, the City of Yakima currently has no municipal code provisions, whether under the zoning, buildings, fire, or other codes, expressly allowing, authorizing, or regulating the use of such structures as temporary emergency shelters; and WHEREAS, the City of Yakima Department of Community Development has endeavored to create interim policy guidelines to address and regulate temporary emergency shelters; and WHEREAS, the Yakima City Council finds and determines that it is in the public interest to adopt the resolution set forth herein; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Yakima, Washington: The City of Yakima Department of Community Development is hereby authorized and directed to implement the proposed policy statement and application materials attached hereto. Afif - C • • .1...alf-Lif *1.-ifiL42." 1 .„________ __________ e I \ 4' g e E C C OleletS skjfer 0 1 (,,, -( 7 �i/Gz-ecvooh j/,eiSTi.9 oi-v, October 11, 2016 Temporary Cold Weather Shelters FIRE WATCH REQUIREMENTS -CITY OF YAKIMA FIRE MARSHAL'S OFFICE Fire Watch Duties Personnel serving as fire watch have the following duties: • Conduct periodic patrols of the entire facility as specified • Identify any fire, or property safety hazards • Notify 9 -1 -1 if a fire is discovered by calling with the exact address and type of emergency • Notify occupants of the facility of the need to safely evacuate • Determine one means of communication with the communications dispatch center such as a telephone • Maintain a log of fire watch activities • Have knowledge of the location and use of fire extinguishers • Fire watch personnel cannot have other duties besides their assigned fire watch. • Fire watch personnel shall patrol the entire facility every 15 minutes. If the facility cannot be completely patrolled by a fire watch person, extra personnel shall be assigned fire watch duties to assure that the complete facility is patrolled in the required time frame. Record Keeping A fire watch log shall be maintained at the facility. This log must be available to the City of Yakima fire inspectors at all times during the fire watch.
