For Meeting of: November 1, 2016 ITEM TITLE: Acceptance of Council Nominating Committee minutes from October 10 and 26, 2016, and recommendation of appointments to the Community Integration and Ethics & Equal Rights Exploratory Committees SUBMITTED BY: Sonya Clear Tee, City Clerk SUMMARY EXPLANATION: The Council Nominating Committee recommends appointment of the following individuals to the Community Integration Exploratory Committee: • Laura Armstrong • Marco Campos • Rachel Lierman • Tiffany Pitra • Anita Quintana Brandy Schwartz • ArthurAlcazar The Council Nominating Committee recommends appointment of the following individuals to the Ethics & Equal Rights Exploratory Committee: • Isaac Garcia • Maria DJ Rodriguez • Felipe Vargas • Diana Lopez Batista • Bradley Hill • David Morales • Deb Treusdell Sterling Also, per the Council's approved motion at the October 4, 2016, the Council Nominating Committee recommends the official exploratory committee meetings begin in January 2017, although informal meetings could be held prior to that. Gutierrez First Floor Conference Room Monday, October 10, 2016 The meeting convened at 10:10 a.m. Present: Council Members Lover, A. Gutierrez and Coffey (alternate) Absent: Council Member Cousens Staff: Sonya Claar Tee, City Clerk City Clerk Tee noted Luz Bazan Gutierrez withdrew her application for consideration and that applicant Brandy Schwartz would be rescheduled. Council members interviewed the following applicants: • Anita Quintana, Community Integration Exploratory Committee • Matthew Zavala, Community Integration Exploratory Committee • Carole Folsom -Hill, Community Integration Exploratory Committee • Diana Lopez Batista, Applicant for both committees • Rachel Lierman, Community Integration Exploratory Committee • Tiffany Pitra, Community Integration Exploratory Committee • Marco Campos, Community Integration Exploratory Committee • David Morales, Applicant for both committees Lover moved to adjourn to Wednesday, October 12 at 1 p.m. The motion carried by unanimous vote. The meeting adjourned at 12:37 p.m. Wednesday, October 12, 2016 The meeting convened at 1:11 p.m. Present: Council Members Lover, A. Gutierrez and Cousens Staff: Sonya Claar Tee, City Clerk Motion: A. Gutierrez moved Lover seconded to have the exploratory committee meetings begin officially in January 2017. The motion carried by unanimous vote. Council members interviewed the following applicants: • Isaac Garcia, Ethics & Equal Rights Exploratory Committee • Maria Giedra, Ethics & Equal Rights Exploratory Committee • Felipe Vargas, Ethics & Equal Rights Exploratory Committee • Jim Statler, Ethics & Equal Rights Exploratory Committee • Maria DJ Rodriguez, Ethics & Equal Rights Exploratory Committee • Laura Armstrong, Community Integration Exploratory Committee • Brandy Schwartz, Community Integration Exploratory Committee A Gutierrez moved and Cousens seconded to adjourn to Thursday, October 13 at 3 p.m. The motion carried by unanimous vote. The meeting adjourned at 3:10 p.m. Thursday, October 13, 2016 The meeting convened at 3:15 p.m. Present: Council Members Lover, D. Gutierrez (alternate) and Adkison (alternate) Absent: Council Members A. Gutierrez and Cousens Staff: Sonya Claar Tee, City Clerk Council members interviewed the following applicants: • Bradley Hill, Applicant for both committees • Ricardo deVilla, Applicant for both committees • Deb Treusdell Sterling, Applicant for both committees • Arthur Alcazar, Applicant for both committees Due to the number of alternate Council members attending the interview process, it was Committee consensus for Chairman Lover to meet with the alternates next week to review the applicants, followed by a Nominating Committee meeting to make recommendations. Lover moved to adjourn. The motion carried by unanimous vote. The meeting adjourned at 4:30 p.m. Bill Lover, Chair NOMINATING COMMITTEE MINUTES Council Members Lover, Cousens and Alternate: A. Gutierrez City Manager's Conference Room Wednesday, October 26, 2016 2:00 PM Meeting called to order at 2:10 p.m. Present: Council Members Lover, Cousens and Alternate: A. Gutierrez Staff: City Clerk Claar Tee 1) The Committee reviewed the applications. Chair Lover noted they had exceptional applicants for the exploratory committees making the decision very difficult. It was Committee consensus to recommend appointment of the following individuals to the Community Integration Exploratory Committee: • Laura Armstrong • Marco Campos • Rachel Lierman • Tiffany Pitra • Anita Quintana • Brandy Schwartz • Arthur Alcazar (see motion below) It was Committee consensus to recommend appointment the following individuals to the Ethics & Equal Rights Exploratory Committee: • Isaac Garcia • Maria DJ Rodriguez • Felipe Vargas • Diana Lopez Batista • Bradley Hill • David Morales • Deb Treusdell Sterling After further Committee discussion, A. GUTIERREZ MOVED AND COUSENS SECONDED TO RECOMMEND APPOINTMENT OF ARTHUR ALCAZAR TO THE COMMUNITY INTEGRATION EXPLORATORY COMMITTEE. The motion carried by unanimous vote. 2) City Clerk Claar Tee reported there is one vacancy on the Henry Beauchamp Community Center (formerly SE Community Center) and upcoming term expirations on the Lodging Tax Advisory Committee and Police & Fire Civil Service.
