Roll Call 2. The next meeting will be a Council Study Session on November 1, 2016 at 9 a.m. in the Council Chambers 3. Adjournment Any invocation that may be offered before the official start of the Council meeting shall be the voluntary offering of a private citizen, to and for the benefit of the Council. The views or beliefs expressed by the invocation speaker have not been previously reviewed or approved by the Council, and the Council does not endorse the religious beliefs or views of this, or any other speaker A Council packet is available for review at the City Cleric's Office and the Library. Resolution authorizing agreement with Huibregtse, Louman Associates for engineering services to design and provide construction administration for security fence gates at the Yakima Air Terminal C. Resolution accepting Passenger Facility Charge revenues from U.S. Department of Transportation to be used for matching funds for airport capital improvement projects D. Resolution authorizing an Interlocal Agreement with the Town of Harrah for Wastewater Services E. Resolution authorizing revision to the Southeast Yakima Community Center Operating Agreement with Opportunities Industrialization Center (01C) of Washington F. Resolution authorizing annual renewal of the City Manager's authority to resolve and settle any claims against or by the City of Yakima in an amount of $50,000 or less, and to execute all documents necessary to the resolution or settlement of such claims G. Resolution accepting and authorizing the City of Yakima's 2017 assessment from the Yakima Valley Conference of Govemments 7. Audience Participation Community members are invited to address items that are not listed on the regular business meeting agenda. A guideline of three (3) minutes per speaker is in place in order to allow as much opportunity as possible for audience participation. First reading of an ordinance amending the 2016 budget and making appropriations from Unappropriated Fund Balances within various Funds for expenditure during 2016 (no action required; second reading on November 15, 2016) CITY MANAGER UPDATE 11. Resolution authorizing temporary emergency cold weather shelters in the City of Yakima from November 15, 2016 to March 15, 2017 and allowing three churches to serve as shelters 12. Other Business 13.
