Council Reports 6. Consent Agenda Items listed are considered routine by the City Council and will be enacted by one motion without discussion. A citizen or Council member may request to remove an item from the Consent Agenda and, if approved, it will be placed on the regular agenda for discussion and consideration. A. Approval of the minutes from the August 16, 2016, City Council Business meetings and August 11, 15, 23, and 30, 2016, City Council Study Sessions B. Set October 4, 2016 as the date to hold an open record public hearing to discuss initiating a right -of -way vacation in the vicinity of S. 51st Ave. & Walnut St. C. Resolution authorizing a settlement agreement with Jose Ochoa -Mares to resolve and settle the litigation brought by the City D. Resolution authorizing a lease agreement with the US Department of Transportation Federal Aviation Administration for a lease of property for aeronautical navigation equipment and to provide Air Traffic Control services E. Resolution authorizing a property lease agreement with Ellensburg Telephone Company, d /b /a Fairpoint Communications, for the City's primary radio transmission site on Look Out Point F. Resolution authorizing a radio site sublease agreement with New Cingular Wireless PCS, LLC, a Delaware limited liability company for the purpose of leasing available space on the City's Look Out Point radio communications site G. Ordinance relating to Leaves of Absence and amending Yakima Municipal Code Section 2.40.050 Military Leave 7. Audience Participation Community members are invited to address items that are not listed on the regular business meeting agenda. A guideline of three (3) minutes per speaker is in place in order to allow as much opportunity as possible for audience participation. A speaker's time may be extended at the discretion of the Mayor and /or the consensus or vote of the Council. Written communication and e-mail messages are strongly encouraged. CITY MANAGER REPORTS 8. Request for Letter of Support for Next Step Housing concerning the proposed Bicycle Apartments project at 118 N 50th Avenue 9. Resolution authorizing City staff to submit a "Tree City USA" application to the Arbor Day Foundation, Washington State Department of Natural Resources Urban & Community Forestry, and USDA Forest Service for development of a tree care ordinance and board 10. Resolution authorizing a mutual rescission with regards to contract agreements with Yakima Valley Partners Habitat for Humanity for the construction of four new low income housing units at 1220 S. 16th Avenue 11. Resolution adopting Yakima Transit's Transit Development Plan for 2016 -2021 and annual report for 2015 ORDINANCES 12. Discussion regarding proposed revisions to Ordinance No. 2016 -008 (marijuana) 13. Other Business 14. The City provides special accommodations, such as hearing devices, wheelchair space or language interpreters, for City meetings.
