A RESOLUTION of the City Council of the City of Yakima, changing the name of Southeast
Yakima Community Center to "Henry Beauchamp Community Center"; and
setting commemoration ceremony on November 9, 2016 and authorizing
expenditure of funds therefor.
WHEREAS, the City of Yakima owns the property and facilities known as the Southeast
Yakima Community Center, located at 1211 South 7th Street in the City of Yakima; and
WHEREAS, the City Council, having received requests and petition from community
members to honor Henry Beauchamp for his many years of service to the community by changing
the name of the Southeast Yakima Community Center to the "Henry Beauchamp Community
Center," records and affirms as follows:
Henry Beauchamp was born in Clinton, Louisiana on November 9, 1933. In 1946, he
moved with his family to Yakima, Washington, where he lived until his passing on April 25,
2013.
Henry graduated from Yakima High School, and in 1967 was appointed the director of the
Southeast Yakima Community Center, which is an anti - poverty community action agency
providing services to the entire Yakima community and the Southeast Yakima
neighborhoods
Henry Beauchamp served with honor and distinction as a Yakima City Council Member
for 24 years — from January 9, 1978 through December 31, 2001.
Henry Beauchamp was the first African - American to be elected Mayor of Yakima in 1986,
and represented Yakima as an outstanding and respected political leader; and
Following his service on the City Council, Henry Beauchamp served as Executive Director
of Opportunities Industrialization Center of Washington (OIC), a Washington nonprofit
corporation providing educational, training and service opportunities for members of the
Yakima community.
Throughout his life, Henry Beauchamp was an advocate for others less fortunate, the
disadvantaged and in promoting youth programs and services. During Henry's terms of
office as City Council Member and Mayor, City minority employment increased 170% and
women employment increased 240 %, which is more representative of the City's cultural
and ethnic diversity.
Henry Beauchamp was a tireless advocate for improving the quality of life for all residents
in this community and has served the community with honor, dignity, wisdom and
compassion Henry established an extraordinary legacy of statesmanship and leadership,
and has demonstrated the highest qualities and ideals of community service and is highly
respected as a pillar of the public's trust.
WHEREAS, the City Council is honored to receive and consider the request to rename
the Southeast Yakima Community Center to the "Henry Beauchamp Community Center" in honor
of the memory of Henry Beauchamp and in recognition of the many contributions Henry
Beauchamp made to the City of Yakima and its residents, and to the State of Washington, and
WHEREAS, the City Council, at its regular meeting on August 2, 2016, unanimously
approved motions to (a) change the name of the Southeast Yakima Community Center to the
"Henry Beauchamp Community Center ", and (b) setting November 9, 2016, the birthdate of Henry
Beauchamp, as the date of commemoration of Henry Beauchamp and the change of name of the
community center described above, with such commemoration to be celebrated at the Henry
Beauchamp Community Center; and (c) authorizing expenditure of $1,000 from budgeted City
funds established and available for City Council promotional events or from other available and
appropriate funds, to be used as deemed necessary and appropriate by the City Manager to
defray costs of the commemoration; and
WHEREAS, the City Council finds and determines that changing the name of the
Southeast Yakima Community Center to the "Henry Beauchamp Community Center ", and
designating November 9, 2016 as the date of commemoration of Henry Beauchamp and this
dedication, are in the best interests of residents of the City of Yakima, will promote the general
welfare, and will honor the legacy of Henry Beauchamp, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. The name of the Southeast Yakima Community Center, 1211 South 7th
Street, Yakima, is hereby changed to "Henry Beauchamp Community Center," effective as and
from August 2, 2016, the date of adoption of the motions referenced above.
Section 2. November 9, 2016 is hereby set as the date of commemoration of Henry
Beauchamp and the naming of the Henry Beauchamp Community Center, with such
commemoration to be held at the Henry Beauchamp Community Center on such date
Section 3. The City Manager, pursuant to motion adopted by the City Council on
August 2, 2016, is authorized to expend $1,000 from budgeted funds established and available
for City Council promotional events or other available and appropriate funds, to be used as
deemed necessary and appropriate by the City Manager to defray costs of the commemoration
authorized pursuant to Section 2 above, now, therefore,
ADOPTED BY THE CITY COUNCIL this 16 day of August, 2016.

SUMMARY EXPLANATION:
On August 2, 2016, the City Council unanimously adopted motions to: (a) change the name of the
Southeast Yakima Community Center to "Henry Beauchamp Community Center"; (b) set November
9, 2016 as the date of commemoration of Henry Beauchamp with dedication of the Henry
Beauchamp Community Center; and (c) authorize the City Manager to expend up to $1,000 from
budgeted City Council promotional funds or from any other appropriate and available funds to defray
expenses of such commemoration and dedication.
The attached Resolution memorializes these actions in the form consistent with past actions of the
City Council renaming public facilities in honor of persons who have provided great service to the
Yakima community. Staff recommends adoption of the Resolution.

2016.
