I was honored to have served with him almost all of his term on the City Council He worked with and represented the citizens of all of Yakima while I represented the citizens of the east side of Yakima, District 3 in those days He was the 7th mayor of Yakima of the 12 people who were mayors during the first 49 years of the Council Manager form of government and served with distinction, the city well Sincerely, �`-- Lynn Buchanan / Former Mayor Letter of Support To Rename the Southeast Yakima Community Center The State of Washington and the City of Yakima lost one of its truly great citizens from the African American Community; truly a great icon and leader in the Yakima Community He was an activist and former Yakima Mayor, Mr Henry Beauchamp Henry never forgot the fear and humiliation of being Black in the south. It was dung the Jim Crow era that his roots put him on a lifelong mission to fight for racial and economic justice, a path that spanned across Washington State. In 1967, his activist mission began when he was appointed the Director of the Southeast Yakima Community Center He was the founder and Executive Director of Yakima Valley Opportunities Industrialization Center, a nonprofit agency providing education, work and housing services. Furthermore, this vision also allowed Mr Beauchamp's political path to cross all racial lines and bamers to be elected by the people and he served almost a quarter century on the Yakima City Council and two terms as the City's major He was among the members of the City Council that helped lead Yakima's successful effort to receive the All - America Award in 1994 from the National Civic League and accepted the award personally on behalf of the City from former President Bill Clinton in a ceremony in the White House Rose Garden m Washington, D C. It is sadly true that most of the people honored in this country and city today are not men or women of color sad! We know that this is a multiracial and a multicultural democracy "A nation of many immigrants." And yet that our recognition of Amencan heroes has been, to -date, drastically one sided. Research and our own common sense tell us that "no lie can live forever " This nation was not built solely by the efforts of its Anglo population, but rather by the combined efforts of all its people. Our youth need to see that our American heroes have come from a multitude of ethnic backgrounds. The struggle began decades ago and was led by Henry Beauchamp and Ester Huey, among others. In my opinion, Henry Beauchamp was a champion for unity and progressive change, and was Yakima's first and only black Mayor He was universally respected and when he spoke, people listened. Re -Naming the Yakima Southeast Community Center as the Henry Beauchamp Community Center Madam Mayor and Members of the Yakima City Council The purpose of this letter is to respectfully request that the Yakuna City Council rename the Yakima Southeast Community Center as the Henry Beauchamp Community Center This would honor his extraordinary leadership as a past Mayor and member of the Yakima City Council for 24 years, and for his outstanding contributions to the entire Yakima Community throughout his life. Sadly, Henry Beauchamp passed away m April of 2013, and the City lost a caring and noble public servant and a man of great courage, vision, wisdom and faith. The renaming of the Southeast Community Center would be a fitting honor and tribute to his life of service and enduring legacy in Yakima. Henry's vibrant smile, humility, compassion, and kindness to everyone he met m life were the true measures of his character and spirit. He was a loyal friend, a dedicated and highly respected public official and a revered mentor and advisor He was a passionate missionary of justice for all of our citizens, especially to those who were the most disadvantaged. He became an exceptional community leader and visionary who made a big difference in Yakima, our state and our country His greatest gift was a caring heart and a genuine concern and compassion for others. I first met Henry when I came to the City of Yakima in 1973 as a young man and we began a lifelong friendship In 1979, I was honored to be appointed Yakima City Manager by Henry and other members of the City Council. Throughout the years of my service to the City, Henry supported and nurtured my professional growth in city management. Henry Beauchamp's service and leadership m Yakima spanned more than 50 years and his accomplishments are truly remarkable. The followmg are especially notable • He was the principal architect and driving force behind the creation of the Southeast Community Center, leading the effort to partner with the City to secure federal, state, and local funds to build the Center He later served as the first Executive Director of the Southeast Area Association that the City contracted with to operate and manage the Center on behalf of the City • He was first elected to the City Council in 1977 as an at -large member He was also elected as the first African- American Mayor of Yakima in 1986 He served 24 years on the Council and never lost an election. • Throughout his term of office on the Council, Henry was committed to maintaining a strong relationship of trust, openness, fairness and mutual respect with all members of the Yakima City Council, City staff, media and the public. He never forgot the people that he served and always reminded us of our shared responsibility to work together to find the common ground that could help bring people together for the best interests of the community • Throughout his career, Henry was a tireless advocate for investing in Yakima's youth and their future. He helped to develop children and youth programs, job training and recreation activities for at -risk youth. Later, as the Executive Director of the Yakima Valley Opportunities Industrialization Center (OIC) he also worked with the Chamber of Commerce, the City Police Department and City Parks to help sponsor and promote career traimng and skills to improve employment opportunities for Yakima's youth. • He also worked with other Council members, the County and School District officials to create the Yakima County Substance Abuse Coalition to successfully combat the growing problem of drug trafficking in the community • Henry was a leader on the City Council m helping the City to cleanup and recover from the devastating Mt. St. Helens volcanic eruption and ash fall on Yakima in 1980 • Henry was a strong advocate for helping Yakima to obtain more State and Federal funding assistance for other major community projects that the City could not afford on its own. He helped the City to secure and invest more than $350 million m important capital improvements for the City's public works for water and sewer facilities, city streets, municipal parks and pools, the Southeast Community Center; a new Police Station/Legal Center, a new Fire Station and Fire Training facility, the Sundome with Yakima County, the Capitol Theatre, the Convention Center; and a downtown Transit Center along with many others. Page 2 • Through his leadership at OIC, and as an elected official, he helped to encourage greater City intergovernmental cooperation and partnerships with the County, State and Federal agencies, the local business community and citizens to strengthen Yakima's opportunities for economic development. With the help of these other partners, he increased job creation, work force development and trammg, transportation services, and HUD housing programs to revitalize city neighborhoods and promote greater community growth and business investment. • Henry promoted and celebrated Yakima's growing cultural diversity and community accomplishments by working with the members of the City Council and the Chamber of Commerce to lead Yakima's successful effort to receive the first All - Amenca City award m 1994 from the National Civic League. He received the award personally from President Bill Clinton on behalf of the City • For more than 30 years, Henry worked to name a street in Yakima in honor of Dr Martin Luther King, Jr That dream became a reality with the Yakima City Council renaming of "B" Street to Martin Luther King Jr., Boulevard in 2006 Henry Beauchamp was a tireless leader and advocate for improving the community, and his contributions to improving the quality of life for all citizens were monumental. Henry served Yakima with honor, dignity, wisdom and compassion and personified the highest qualities and ideals of a highly trusted and respected public servant. He was a strong leader and inspirational role model for others less fortunate and disadvantaged. Henry experienced discrimination and injustice in his life but never let it deter him from his mission to change hearts and minds, to stand up strongly for what is fair and right, to be faithful to his God, forgive his antagomsts, and to passionately seek fairness, equal treatment and dignity for men and women of all races. Henry Beauchamp was greatly inspired by the life of Dr Martin Luther King Jr and committed himself to Dr King's ideals and principles. He established an enduring legacy of statesmanship, sacrifice, grace, honor and goodness, especially to those less fortunate. In so doing, Henry became a champion for social justice and equality for all citizens m the community He attained true greatness as a leader In closing, I again respectfully urge your serious consideration of re -nammg the Southeast Community Center as the Henry Beauchamp Community Center m honor of Henry's extraordinary life and legacy of public service to Yakima and all of its citizens. Henry Beauchamp was instrumental in the origin, funding, and construction of this much needed facility After being Center Director and establishing OIC of Washington, he continued his support by contracting and developing neighborhood programs, many of which still exist today Henry lived in East Yakima, where he personally, and by example, sought to improve housing, education and recreational opportunities for the neighborhoods. As a Yakima City Council member for 24 years, four of those as Mayor, he was always aware of, and worked tirelessly for, the needs of the poor, hungry, and disenfranchised. During my career as a Yakima County Planner, Yakima Community and Economic Development Director, and Assistant City Manager for over 28 years, and a board member of OIC of Washington for 15 of those years, I worked closely with this man. He was a committed community leader and consensus builder for the good of all of Yakima. Respectfully, ) i( a :a Glenn K Rice f w -.sue ..o . `„ y> Yakima City Council 129 North Second Street Yakima, WA 98901 Subject: Renaming of the Southeast Community Center Dear Mayor Gutierrez and City Council Members, I am writing in support of the proposal to rename the Southeast Community Center (SECC) to The Henry Beauchamp Community Center As a longtime City Council member and Mayor, OIC Executive Director, the first Director of the SECC and community leader, Henry made a powerful and lasting impact on the City of Yakima and its policies, but as if not more important, on the many lives he intersected within the community over his life of public service During my time with the City, my most common interactions with Henry centered around the Martin Luther King Jr holiday celebration. This is a major community event requiring considerable coordination with the various city departments, the Yakima Convention Center, several churches and non - profit organizations, volunteers and others. A natural leader, Henry led this effort in a calm easy manner and every year turned out a success. Those monthly planning meetings were held at the SECC. Henry would stride in right on time and in a way that brought order without his uttering a word Henry joined people together regardless of their differences, he made things happen with a smile and the tilt of his head. , He was positive and selfless but also possessed a charisma one couldn't say "no" to — and he knew it, which made it all the more special to work with Henry Many was the time I found myself agreeing to or offering much more than I had contemplated or had authority to agree to. My time as a city employee has passed, however my family and I remain active in the community and continue to participate in the MLK march. While I have only lived in Yakima a dozen years (full and part- time), even that relatively short time, I have developed a profound respect for the impact Henry Beauchamp and his legacy has left on the face and in the heart of Yakima and all its people. I do not know of a more fitting tribute to Henry and to the entire community than to name the Community Center he helped build, direct and support for most of his adult life after him. I have known Mr Beauchamp most of my adult life and personally sought Mr Beauchamp's counsel many times during my 13 year tenure as Board Chair of the Urban League of Metropolitan Seattle. I was made to feel as if I were one of Mr Beauchamp's true friends and my appreciation and affection for him is beyond easy expression. I won't try to recite all of Mr Beauchamp's well known accomplishments. I would prefer that you know Mr Beauchamp went through life giving, not taking - doing, improving, suggesting and helping. Whether it was testifying in Olympia on behalf of the voiceless or his personal outreach to save the youth of Yakima, Mr. Beauchamp applied himself with kindness, decency and compassion. Henry Beauchamp was an outstanding community leader who served Yakima with passion, distinction, and outstanding dedication for decades. He was instrumental in getting the Southeast Community Center funded and built. Henry also then served as the Executive Director of the Center before founding OIC of Washington. Both of these programs have positively impacted countless vulnerable youth and families in Yakima. Henry also served on the Yakima City Council for 24 years and served a term as the first African American Mayor of Yakima. In addition, he was dedicated to Casey Family Programs & youth in foster care as he served for years on our Advisory Committee & Community Resource Council. Henry's steadfast commitment to improving the lives of the citizens of Yakima and especially his devotion to young people was an inspiration to all who knew him and experienced his leadership skills. I worked with YVOIC the year after the fire in which many of its founding documents were lost (including its IRS 501 c3 number) What a public servant Mr Beauchamp was! He dedicated his intelligence, his knowledge and the energy of all his waking hours toward providing jobs, vocational education, and the necessary academic skills to Yakima citizens of all cultures who needed them when needs were great and resources few My first assignment was to look for a typewriter and a fork lift, and (as a classroom teacher) I did not know a forklift from a screwdriver Much credit is due to Mrs. Beauchamp who supported his efforts. Please give my regards to Darrel (Mr Beauchamp's nephew) and John Riggins and all who worked at YVOIC in the mid -70's. As you know, I was not here in Yakima during Mr Henry Beauchamp's lifetime, however I can bear witness to the fact that anytime his name is mentioned in my hearing (and that has been often), it has always been with a special reverence and an indication of how insightful, dedicated, caring, motivating, and a humanitarian of the first -order he was. In addition to serving 2 terms as our major, Henry served his community for 24 years on Council also serving on multiple local and state Boards and Commissions, while not wavering in his support of the children of Yakima, a champion of our children forever and forever I remember attending Council meetings during some of the tough times in our City's history while emotions ran high and tolerance was missing.
