For Meeting of: August 2, 2016 ITEM TITLE: Status update of the North 1st Street Revitalization projects SUBMITTED BY: Brett Sheffield, P.E., Chief Engineer 576 -6797 SUMMARY EXPLANATION: The North 1 Street Revitalization projects will provide better function and level of service of 1 Street from Martin Luther King, Jr. Boulevard to SR 12 by: reconstructing the asphalt roadway; reconfiguring the curve through the intersection of `I' Street; providing bike lanes; updating the street lighting; replacing the curb, gutter and sidewalk; constructing raised median islands; removing on- street parking; and, installing streetscape amenities including pedestrian lights, trees, irrigation system, benches and planters. The major purposes for these projects are to improve the function, safety and appearance of this north entrance into the downtown and to entice future development. On March 19, 2012, the City received a $250,000 Surface Transportation Program (STP) grant for the Preliminary Engineering of the North 1st Street Revitalization project — `N' Street to SR 12 (Phase 1). On January 14, 2013, the City received a $2,718,000 STP grant for the construction of the North 1st Street Revitalization, Phase 1 project. In April of 2014, the City entered into a Professional Services Agreement (PSA) with HDJ Design Group, PLLC to perform the preliminary engineering for the North 1st Street Revitalization, Phase 1 project. HDJ Design Group had completed the design to about 95% by March of 2015, but by that time, we had received notice that the STP funds for the construction of this project would not be available until 2019. As shown in Table 1 below, the total estimated cost to complete the North 1 Street Revitalization, Phase 1 project is $3,812,000, and approximately $844,000 will need to be supplied by City funds. In late 2014, the Engineering Division was given direction by upper management to have the preliminary engineering done on the North 1st Street Revitalization project — MLK to `N' Street (Phase 2). In March of 2015, the City entered into a PSA with HLA Engineering and Surveying to perform the preliminary engineering for the North 1 Revitalization, Phase 2 project. Currently, the design has been completed to about 90 %.It is unlikely that construction of Phase 2 could be completed during one construction season, so we have had discussions with HLA about dividing Phase 2 into two projects, Phase 2A from MLK to `I' Street and Phase 2B: from `I' Street to `N' Street. On November 20, 2015, the City received a $1,500,000 Washington State Transportation Improvement Board (TIB) grant for the construction of this project. As shown in Table 2, the estimated total cost to complete the North 1st Revitalization, Phase 2 project is $10,000,000. With the Water Division supplying the cost to replace the water line ($750,000), the City will need to supply the remaining $7,750,000 or find supplemental grants /funds. The TIB funds will be available if we bid the project in 2017. If the project is not bid in 2017, there is a chance that the City could lose the TIB funding for this project. In April of 2016, the City applied for a Fostering Advancement in Shipping and Transportation for the Long -term Achievement of National Efficiencies (FASTLANE) grant of $8,287,000 for both phases of the North 1s Street Revitalization project. The City has recently learned that it was not successful in receiving this grant, as only 18 projects were awarded nationwide. Minimal amounts of right of way are required in Phase 1, and right of way acquisitions are required in Phase 2 to realign North 1st Street through the `I' Street intersection and increase the radii at the `H' Street intersection (future connection of the East/West Corridor that will connect the northern portion of Yakima to Terrace Heights). These acquisitions, which are being performed for the City by the Yakima County Right of Way Division, are going well, with the required acquisitions having been, or close to being acquired. As part of this project, the overhead utilities that are parallel to N. 1st Street will be relocated off of 1st Street. We have spoken with the utility companies and they are aware of the need to relocate, but talks have been placed on hold while we determine the status of the funding scenario.
