For Meeting of: July 19, 2016 ITEM TITLE: Resolution authorizing grant acceptance from the Federal Aviation Administration for capital improvements at the Yakima Air Terminal totaling up to $1,600,000 to acquire snow removal equipment and to design the airport's security gates SUBMITTED BY: Robert K. Peterson, Airport Manager 509 - 575 -6149 SUMMARY EXPLANATION: The Federal Aviation Administration provides grants to public agencies for planning and development of public -use airports that are included in the National Plan of Integrated Airport Systems. The Yakima Airport is one of many airports that are eligible to receive federal grants under this program to replace aging infrastructure and equipment. Funds will assist with the acquisition of two (2) runway brooms with carrier vehicles, as well as design services for the replacement of airport security gates that have outlived their useful life. It is estimated the grant offer may be up to $1,600,000 of which 90% will be covered by the Federal Aviation Administration and the remaining 10% by the airport's Passenger Facility Charge. R -2016- A RESOLUTION authorizing grant acceptance from the Federal Aviation Administration for capital improvements at the Yakima Air Terminal totaling up to $1,600,000 to acquire snow removal equipment and to design the airport's security gates. WHEREAS, City owns and operates Yakima Air Terminal in accordance with applicable Federal, State and Local regulations; and WHEREAS, the Yakima Air Terminal is a Federal Aviation Administration (FAA) Part 139 certificated airport, which is regulatory in nature to maintain a Snow and Ice Control Plan where the airport is required to have such Snow Removal Equipment to efficiently and effectively remove snow from Runways, Taxiways, and Aprons, WHEREAS, the Yakima Air Terminal has recently completed an Airport Master Plan Update, which details a variety of FAA required capital improvement projects, including the acquisition of snow removal equipment, and design for airport security gates which are slated to be replaced in 2017; and WHEREAS, the FAA has grants available to airports to maintain and improve airport facilities and has indicated the grant offer will be provided between July 20 and July 30 2016 and must be fully executed prior to August 1, 2016; and WHEREAS, the Yakima Air Terminal has coordinated with the FAA through the airport's capital improvement plan to utilize up to $1,440,000 (90 %) of Federal entitlements in the form of a Grant, and approximately $160,000 (10 %) of Passenger Facility Charges collected by the airport as a local match to fund the acquisition of Snow Removal Equipment and to design the airport's security gates; and WHEREAS, the grant offer may range from $1,200,000 to $1,600,000 contingent on bids received on July 7, 2016 for the purchase of Snow Removal Equipment and design services for airport security gates; and WHEREAS, the City Council has determined that it is in the best interest of the City to acquire the required Snow Removal Equipment and to start the design process to replace the airport's security gates; and BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager or his designee is authorized and directed to accept the grants within a range of $1,200,000 and $1,600,000 for the purpose of acquiring Snow Removal Equipment and design security gate updates on behalf of the City of Yakima, and to take all steps and execute all documents and contracts necessary to complete the grant transaction.
