For Meeting of: July 19, 2016 ITEM TITLE: Resolution authorizing a Congestion Mitigation /Air Quality (CMAQ) Grant application for a project that would install a traffic signal at the intersection of 64th Avenue and Ahtanum Road SUBMITTED BY: Brett Sheffield, P.E., Chief Engineer 576 -6797 SUMMARY EXPLANATION: The Yakima Valley MPO /RTPO has issued its 2017 -2020 Congestion Mitigation /Air Quality (CMAQ) call for projects. CMAQ provides funding that may be used by states, local agencies, non - profits and private businesses for projects and programs that reduce transportation related emissions in federally designated non - attainment and maintenance areas. The Engineering Division of the City would like to submit an application to install a traffic signal at the intersection of 64th Avenue and Ahtanum Road. The total cost of the project is estimated to be $575,000, of which approximately $78,000 would need to be local funds. Sources of these local funds could be the gas tax or REET 2. I n order for the City to apply for the grant, the City Manager must sign the grant application. R -2016- A RESOLUTION authorizing the City Manager to sign a Congestion Mitigation /Air Quality (CMAQ) Grant application for a project that would install a traffic signal at the intersection of 64 Avenue and Ahtanum Road. WHEREAS, the Yakima Valley MPO /RTPO has issued its 2017 -2020 Congestion Mitigation /Air Quality (CMAQ) call for projects; and WHEREAS, CMAQ provides funding that may be used by states, local agencies, non - profits and private businesses for projects and programs that reduce transportation related emissions in federally designated non - attainment and maintenance areas; and WHEREAS, transportation related emissions could be reduced by installing a traffic signal at the intersection of 64 Avenue and Ahtanum Road; and WHEREAS, the City is in a position to supply the required local match of approximately $78,000; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is authorized to sign the CMAQ grant application for a project that would install a traffic signal at the intersection of 64 Avenue and Ahtanum Road. Mayor ATTEST: City Clerk 2017 - 2020 CONGESTION MITIGATION AIR QUALITY PROGRAM (CMAQ) FUNDING APPLICATION Proposed Project Description Describe the project as it should be represented for best modeling results. The description may be written, may be sketched, may start with a photograph and use digital editing or may be a combination of any formats. Some things cannot be modeled in the current YVCOG model. YVCOG will notify a jurisdiction if another quantitative or qualitative analysis is necessary to evaluate the submitted project instead of the travel demand model. The following should be fully described in the project description: lanes • Posted speed change • Grade separation • Increase /decrease number of lanes • Addition of a two -way left turn lane, turn pockets, restriction of a turn such as a barrier at an intersection, weaving lane • Restrictions or removal of a restriction such as one -way only /change to two - way /reversible lanes /HOV lanes /truck only /trucks -not- allowed lanes • Change in capacity on a roadway • Change in functional class intersections • Change in stop control — stop sign, signal, yield, round -about • Addition of a turn pocket, restriction of a turn such as right -in /right -out • The applicant will provide information on this cover page and complete application Parts I, II, III, IV, V, and VI. • YVCOG will calculate air quality benefits in consultation with project sponsors for reporting purposes. Each jurisdiction is allowed to submit one project for this Call for Projects, 2. The max amount of requested CMAQ funding for any project is $500,000. • Requested CMAQ Project Amount $497,375 PART I: PROPOSAL DESCRIPTION Describe the proposal in general terms and include a discussion of how the project/proposal will reduce transportation - related PM10 emissions, or other air pollution emissions*, and /or congestion. Include all project information items shown on the cover page. Please attach a vicinity map showing the proposal location (if applicable) or the area affected in either 8'/2 x 11 inch or 11 x 17 inch format and an aerial photo of the area Project Start: nearest crossroad / landmark: Ahtanum Road & 64th Avenue Intersection Project Finish: nearest crossroad / landmark: Ahtanum Road & 64th Avenue Intersection This project would improve the intersection of Ahtanum Road and 64th Avenue by installing a traffic signal at the intersection and constructing a dedicated right -turn lane for the westbound Ahtanum Road traffic. Currently, the intersection is only controlled by a stop sign for southbound 64th Avenue traffic. During AM and PM peak hours, the delay is significant, resulting in drivers taking risks to make left turns. The project would also grind and overlay Ahtanum Road from 62 Avenue to 300 feet west of 64th Avenue, and grind and overlay 64th Avenue from Ahtanum Road to 300 feet north. The project would reduce the PM,() emissions by reducing the amount of time that southbound 64t Avenue traffic (especially those turning left onto Ahtanum Road) for an opening in traffic. The traffic signal would include a detection system to control traffic flow as efficiently as possible. *Projects demonstrating an air pollution reduction other than PM10 may submit a 2017 -2020 application according to consensus between YVCOG and WSDOT as of October 4, 2012. If new FHWA or FTA guidance restricts air pollution reductions in the PMio maintenance area to PM10 reduction exclusively, the prioritization or awarding of projects may change. Exclusive consideration of PM reductions by FHWA or FTA will result in YVCOG removing from the selection process those projects primarily showing PM2.s, CO, VOC, NOX, SOX, or NH3 reductions in their evaluations. If pollutant reduced is other than PM it is the applicant's responsibility to explicitly identify which and explain why specific pollutants are to be evaluated. 2017 - 2020 CMAQ Application 2 PART II: AIR QUALITY BENEFITS Please describe the air quality benefits anticipated within the Yakima Valley PM10 Limited Maintenance Area as a result of this project /program. For YVCOG reporting purposes, please note which criteria pollutants will be addressed. The air quality benefits would be a decrease in the amount of PM,o produced as a result of less time spent idling. The traffic signal would include a vehicle detection system to efficiently move the vehicles. The existing wide shoulders will be maintained, which provide areas for bikes and pedestrians. 2017 -2020 CMAQ Application 4 Yakima Urban Area Comprehensive Plan 2025 Policy 6.13.1 — Reduce unnecessary vehicle delay at signalized street intersections to improve traffic flow, improve air quality and reduce congestion. Policy 6.15.2 — Continue to monitor street and intersections for traffic hazards and seek funding to address improvements as necessary. PART VII: ENDORSEMENT AND ASSU ' • NCES This project meets all the following criteria and is eligible to receive 2017-2020 Congestion Mitigation Air Quality (CMAQ) Call for Project funds: 1. The project is consistent with 2014-2040 Yakima Valley Metropolitan Transportation Plan and all local land use plans. 2. The project reduces transportation related PM10 or other pollutant emissions. 3. The project has secured the required local match and/or partnership investments. 4. The project is ready to proceed.
