I find it paradoxical that the consensus medical and specific legislation genetic view is that even one single letter difference between two people's DNA can result in dramatic differences in behavior, targets nothing more susceptibility to disease and risk of adverse drug reactions, but, than a small subset when it comes to man's best friend, the exact opposite argument is made I think these attempts to "protect society" from dangerous of morphological dogs are flawed because the inherent assumption in these laws is characteristics of that anatomical and morphological characteristics in dogs correlate with certain behaviors The genetic program that results in a large dogs and does not thick skull, like that of a Labrador Retriever, is not the same genetic address behavior at program that builds the brain The former regulates genes that control the cellular differentiation and anatomical patterning of all 79 cartilage, muscle and bone The latter regulates completely different processes including the highly ordered growth of millions of different neurons that migrate and interconnect to form neuronal tvi circuits that communicate the biochemical language of the brain \ '' 1 The "science" of inferring cognitive and behavioral traits from 0'0 physical properties of the head and skull (called phrenology) had been discredited in the last century (20 century) Why we would Kristopher Irizarry, PhD Assistant Professor, allow laws based on phrenology to be enacted in the 21S century is Bioinformatics, Genetics, a question worth investigating Genomics, Western University Advisor to NCRC E al il Prt.t rtrW tl+ I ( r =tarr t ,crdror fio'r(3 www .nationalcanineresearchcouncil corn Distributed the c / Meeting [ Mail and emails sent to Council re pit bulls From June 13 through June 21, 2016 (messages copied as received — I only changed the format for consistency) June 21, 2016 Michael Gempler — 8 N 32nd Avenue — mikeqempler@msn com I urge you to leave the ban on pitfalls in place Pit bulls can be kept as pets by attentive and responsible owners However, too many people get these dogs, which are bred for fighting, for the wrong reasons, to look tough, or some other image issue Too many pit bull owners don't take proper care of their dogs and they end up being mean or abused and not properly contained The magnitude of the consequences of irresponsible pit bull ownership are too large to accept. innocent people are maimed for life, or even die Please leave the ban in place Rachael Lenzi — 1104 Fellows Drive — rachaellenzi(chotmail.com I am writing out of concern that a long standing ban on pit bulls in Yakima is being considered for reversal I am opposed to this reversal I am a mother of three children, and my concern for their safety is my priority There is no positive outcome that can come from lifting this ban It's well studied, and common knowledge that pit bulls are dangerous This is what I would consider as a parent, an unnecessary risk. Our goal as a community should be working together to elevate the reputation of Yakima, not degrade it further We're already on an uphill battle to increase the quality of life for our citizens, and it's important that we keep moving forward, and not take a huge step back like allowing these dangerous animals to run the streets An unnecessary risk Elaine Briggs — 8606 Westbrook Avenue — briggse82(yahoo.com Regarding the proposed lifting of "Pit Bull Ban in Yakima," council members should retain the ban If, as is the case with pit bulls, one type of vehicle represented less than 5 % of all cars on the road but were involved in nearly 65 % of all fatalities over a 10 year period, there would certainly be calls to think of public safety The manufacturer certainly would be the subject of lawsuits So too, should YOU as council members opt to lift the breed specific ban, lawsuits will certainly follow In many states, pit bull & other dangerous breed owners are required to carry additional insurance and to have the dog neutered Unfortunately, people who are irresponsible will not always follow the law If YOU as a member of the current council are determined to ignore facts and statics and you allow dangerous breeds to live in Yakima, YOU should EACH be required to secure long term personal liability and tail insurance (paid for at YOUR EXPENSE, not taxpayers) so when the inevitable lawsuit comes after another pit bull death or attack occurs, you will be able to assume the responsibility for damage and injury you should have known would come Sometimes it really is most prudent to just say "NO " Thank you for your time and consideration in this matter VOTE NO Pit bulls represent only 4 5% of dogs in America, but killed 64 4% of 360 Americans who died as a result of a dog bite injury between 2005 -2015, compared to Rottweilers at 11 4% and German Shepherds at 3 6% Pit bulls cause two - thirds of dog -bite related deaths Pit bulls are 5 to 8 times more likely to attack than other dogs Fewer than 25% of pit bull owners spay or neuter Six times more pit bulls are euthanized every year Taxpayers subsidize over $2 billion annually on U S shelters and euthanization June 20, 2016 Tammura Hargrove — Woodinville, WA — tammurallh(agmail.com My life the past two years were unbearable Constant turmoil What got me through was my dog My girl is considered a "pit bull" She never leaves my side If I'm crying she's there next to me, trying to console me by leaning on me or laying across my feet or licking my face When I'm happy, she has the greatest doggie smile She has a fierce waggly tail and weighs 50 pounds I mentioned the weight because she always is in my lap aka doesn't realize how big she is - but she's as gentle as a Iamb One year, I raised chickens Our favorite one was dying, she sat with us why she died She saw us cry over our chicken - why do I mention this? Because, she liked to run out the door! I always wondered if she would eat a chicken!! NEVER - she'd run past them, lick them and run! She's never bit another dog, but has been bitten by several dogs Numerous if times we have had dogs run up to us and " she" has been attacked She never has returned the attack. Never I have her always leashed and in certain towns she wears a muzzle type device I worry about the off leashedbout of control dogs I AM writing this because I implore you not to ban this very loyal dog, instead hold all dog owners if every breed of dog responsible Hold them responsible for dog training, hold them responsible for being off leash when they are supposed to be on leash and hold them responsible for neglect. Martin Burnett — Sun City, CA — 5555555que(cgmail.com you've been terribly misinformed just google pit bull attacks they should'not be allowed anywhere Suzette Gottschalk — 406 S 69th Avenue — suzettegottschalk@qmail.com Please maintain the ban on pit bulls Since the ban was put into effect, there have not been any attacks and Yakima has been a safer place to live and enjoy walking and playing outdoors The ban is working, please don't repeal it. There is adequate history on the dangers on this breed, please don't ignore it and allow more tragic attacks Wendy Jacobson — Lake Tapps, WA — wendyiacobson2011@hotmail.com I strongly disagree with the Banning of the pit bull breed It's not the breed that has a problem, It's the owners A loving environment and proper Training is crucial for all dogs Jack Aquino — 1104 Fellows Drive — roadservices(acharter.net You absolutely cannot lift this ban!!!! One neighbor obtained a young pit bull which was very sweet as a pup But before it was a year old, it became aggressive We had our children and grandchildren playing in our front yard, and the dog charged the children The owners were chasing it and before it could cause harm, they wrestled with it and took it home About a month later another neighbor was walking their dog on a leash, and the same pit bull attacked it. It took a neighbor man "every once of strength I had" to pull it off and hold it until the owners came out. These two incidents could have been very serious Sheesh people, wise up I can't believe you are considering it!! r Joy Stucke — Lake Tapps, WA — joystucke(acomcast.net I have just heard that tomorrow you are reconsidering your ridiculous (sorry I mean no disrespect) ban on pit bulls This ban does nothing to protect people from dangerous dogs Any dog can be dangerous especially if they are large We have adopted and have advocated for pit bulls for years and have seen a total turn around in attitudes toward this breed In the past people were unaware how kind they are and how much they love children which is why they are called "nanny dogs" Many families now are adopting them so your ban really goes against what people know to be true about the breed Please do some research and see what ASPCA, CDC, American Humane Society, American Veterinary and any other major organization says about BSL The American Farm Foundation is a good place to find lots of information In particular this page on the site http / /animalfarmfoundation org /pages /Multimedia- Infographics We used to love to visit Yakima but will not step one foot inside the town or will not spend one penny there as long as this ban is in place Neither will any of our friends or family Tom Stucke — Lake Tapps, WA — torn stucke@ssweld.com As long time owners of "bully" breed dogs we are opposed to Breed Specific Bans as unfair and ineffective We are RVing retirees who would like to include Yakima in our travels, but don't because of your ban Here's hoping that you are able to repeal this ban and thanks for taking the time to listen Roberta Lucas — 7801 Occidental — r.r.lucas@charter.net http.//www.doqsbite.orq/dog-bite-statistics-fatalities-2014.php Help keep our children safe! What is so important that we need pitbulls? Is it to guard our drugs or is it so we can have them for dog fights? We have a city with a need for large amounts of free food, meals to be furnished because parents are not able to provide for family needs - -won't some of these parents get a pitbull but have no means to train and contain these dogs There are plenty of other breeds available so please vote no and get on with important city business Marian Figleyq — Moreland, GA — mfiglev@nakedhoof orq My daughter moved to Seattle about a year ago I recently visited her for a week Having grown up in Alaska, I was thrilled to be back in the Pacific Northwest, and my daughter and I talked about the possibility of me moving to Washington I had been looking extensively at the Yakima, WA area It's beautiful, and I figured my business would thrive there However, upon learning that you have in place BSL against pit bull like dogs, I would seriously have to reconsider I have, at this time, many dogs I have rescued Several I've found on the side of the road, some have been dumped on my farm At least two would probably fit into the scope of "pit bull like" dogs They are happy, friendly, social dogs It has been shown repeatedly that breed specific legislation doesn't work Bully breeds are not inherently any more dangerous (or strong, or different sizewise) than chows, shepherds, huskies, dobermans, rotweillers, the list goes on I implore you to reconsider your stance on BSL Address each individual incident, blame the deed, not the breed, and look to the owner for the problem, not their dog I would love to be able to consider moving to your area at some point in the relative future, but I would never abandon my dogs for ridiculous legislation They're family Sally Tonkin — 19011 Cottonwood Canyon — sallytonkin1yahoo.com Objectively look at the science behind this and then make up your mind http. / /www.livescience.com/ 27145 - are - pit - bulls - dangerous.html It should not be about any one persons anecdotes about their wonderful pet or a dog who threatened or bit them This article is from an unbiased science website It doesn't advocate public policy but highlights the fact that pit bull bites and fatalities are significantly higher than any other breed They put the community at risk and they put the City at risk of a lawsuit if it acts contrary to fact June 13, 2016 Tim Franks — 7505 W Chestnut — tim.franks @yakimaheartcenter.com I am a dog lover but i fully understand the dilemma the council is in on the subject of Pit Bulls I am sure i will never own a purebred pit bull as that breed does not interest me, but i truly believe the owner of the animal can make an animal docile or aggressive My recommendation is that you make Pit Bulls legal in the city but make people jump through hoops to own them I visited Boulder, CO two years ago and went to a park that has over 1,000 visitors on any given weekend They allow all dogs to be off leash if they are wearing a certain color tag In order to receive that tag, the dog owner must pay a fee to have their dog go through a test with local dog trainers and demonstrate that the dog responds to both voice and hand commands at 110% efficiency I walked on trails were it was barely wide enough for two people to pass by each other and multiple times, 2 and 3 dogs would meet and sniff each other and not even their hair on their backs came up You could do the same thing in this town If someone wants to own a dog, make it so they have to have their dog examined once a year by a dog trainer with strict guidelines from you that the dog is well behaved Also, make the owner prove that they have some type of insurance i have a doberman and my homeowners insurance carrier makes me carry an additional addendum to my policy because have a potentially dangerous type of animal That's my two cents it is basic, but it could be refined and make it a win win for all parties Thanks for reading this Debbie Irving — 4407 Maple Avenue — debrairvingl @gmail corn My husband and I are new to the Yakima area We would love to be able to stroll around downtown, visit the farmers markets, go to the parks and the arboretum We would so much like to enjoy the greenway along the Yakima river, but we can't do any of those things because our dog is a pit bull mix and she is banned from Yakima city Because she is a member of our family, if she can't go, then neither will we Please give us a chance to make new friends and enjoy the city as a family with a dog It's time to change the outdated laws Punish the irresponsible dog OWNERS, not innocent families and their pets It's time to stop judging dogs by their appearance, but rather by the content of their character I l iL / Cv Tai-e411 Cc ) g()l ^ RCEIVED ,IT OF YAKIMA 2016 JUN 2 p 2016 (?t' Mi,/J24-J e.c4 OFFICE OF CITY COUNCIL I P/e e 2?2 (0')712 /Zd 7}2--(a ,S& I a y' ,z/ k11 ge,&/ de- ,) 7-76)7,e, 0. -s ,t ' ;.'
