ITEM TITLE: Public Hearing to consider resolutions: A) Adoption of the Six-Year
Transportation Improvement Program for the years 2017 to 2022, and
to amend the Metropolitan Transportation Plan; and B) Amend the
Yakima Urban Area Comprehensive Plan Capital Facilities Element

SUMMARY EXPLANATION:
Attached is the 2017 — 2022 Six-year Transportation Improvement Program (TIP), along with an
explanation sheet that describes the information contained on the various columns of the Six-Year TIP.
The following six projects have been added:
• #18 16th Avenue and Tieton Drive Intersection Improvements
• #20 64th Avenue and Ahtanum Road Intersection Improvements
• #21 South 16th Avenue Sidewalks
• #22 McClure Elementary School Safety Improvements
• #23 McKinley Elementary School Safety Improvements
• #24 6th Avenue Roadway Improvements
Projects removed from the 2016 — 2021 TIP, as they were completed or the funds were obligated are:
• #1 Yakima Railroad Grade Separations, Phase 4
• #47 Lincoln Avenue Corridor Safety Improvements
A) Each year the City is required by RCW 35.77.010 and RCW 36.81.121 to update its Six-year
Transportation Improvement Program (TIP) for submittal to the Washington State Department of
Transportation. This plan must include all transportation projects for which state gas tax revenue of
federal revenue will be used.
The current plan for 2017 — 2022 includes thirteen projects that are funded. Funding for the remainder
of the projects will continue to be sought. The funded projects are:
#1 — North 1St Street Revitalization, `N' Street to SR 12
#2 — North 1St Street Revitalization, MLK to `N' Street
#3 — Powerhouse Road Sidewalk
#4 —Adams Elementary/Washington Middle School Sidewalk Improvements
#5 — Garfield Elementary Safety Improvements
#6 — Yakima Valley Transportation Company Preservation
#7 — Spring Creek Road Reconstruction
#8 — South 36th Avenue Reconstruction
#9 — Sorenson Road Reconstruction
#10 — Bravo Company Boulevard
#12 — Northside Alley Pavers
#16 — S. 80th Avenue Bridge
#17 —Wide Hollow Bridge
Six -year Transportation Improvement Program (TIP) Background
On August 10, 2005, the President signed into law the Safe, Accountable, Flexible, Efficient
Transportation Equity Act: A Legacy for Users (SAFETEA -LU). This act is the next authorization
after the prior Transportation Equity Act of 1998 for the 21St Century (TEA-21) and previous Intermodal
Surface Transportation Efficiency Act (ISTEA) of 1991. The current act again specifies the systems on
which certain funds can be used and activities for which funds can be used and promotes the role of the
Metropolitan Planning Organizations (MPO) in the planning and programming of projects. SAFETEA -LU
requires each designated MPO to develop a Transportation Improvement Program (TIP), and the state
to develop a Statewide Transportation Improvement Program (STIP) as a condition to securing federal
funds for the transportation projects.
Projects listed in the STIP are the only projects that can be approved by the Federal Highway
Administration (FHWA) and the Federal Transit Administration (FTA) to utilize federal fund of by the
State of Washington for approved State funding agencies. The STIP is a prioritized program of
transportation projects, complied from local and regional plans, along with the Washington
Transportation System Plan (WTP), which provides a backbone for developing projects for the
intermodal transportation network in the State of Washington.
The STIP contains federally funded projects plus state and local projects that are regionally
significant. These projects have been identified through the planning process as the highest priority
for the available funding to the state's transportation program. Planning activities of state and local
governments are essential parts of integrated regional planning processes. Long range transportation
planning is a part of the comprehensive land use planning carried out by local governments. Citizen
participation is an integral part of the planning process at all levels. Local Agencies are required to
develop and adopt a six-year transportation program. All local agencies are required to hold at least
one public hearing during the development of the six-year transportation program.
B) The City needs to amend the Yakima Urban Area Comprehensive Plan Capital Facilities Element to
incorporate the adopted six-year TIP for 2017 to 2022. This will ensure that we are in compliance with
the Growth Management Act and that we are consistent with the Comprehensive Plan as required.
The amendment is limited to incorporate only those projects that adopted in the STIP and is not
subject to the "once a year" change required under the laws of the Growth Management Act.

RESOLUTION NO. R — 2016 -
A RESOLUTION adopting the Six -Year Transportation Improvement Program for the
period of 2017 through 2022 for the construction of streets and
arterials streets in the City of Yakima and amending the Metropolitan
Transportation Plan.
WHEREAS, the City of Yakima annually prepares, reviews and adopts a Six Year
Program for the construction of streets and arterial streets in the City of Yakima for the
ensuing six year period, all as contemplated and required by State RCW 35.77.010 and
applicable Federal law; and
WHEREAS, the City of Yakima desires to amend the Metropolitan Transportation
Plan to ensure compliance with the Growth Management Act and the regional transportation
plan for the construction of streets and arterial streets in the City of Yakima, all as
contemplated and required by State and Federal law, and
WHEREAS, after public hearings on the matter, held at the regular meeting of the
Yakima City Council on June 7, 2016 and June 21, 2016, with proper public notice as
required by RCW 35.77.010, the City Council finds that the plan attached hereto should be
adopted as the Six -Year Transportation Improvement Program for the period of 2017
through 2022 for the construction of streets and arterial streets in the City of Yakima, now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The Six -Year Construction Program for the period of 2017 through 2022, a copy of
which is attached hereto and by this reference made a part hereof, is hereby adopted as the
official Six -Year Transportation Improvement Program for the City of Yakima, including
proposed amendments to the Metropolitan Transportation Plan along with Street
Improvements, which are also approved.

RESOLUTION NO. R — 2016 -
A RESOLUTION to amend the Yakima Urban Area Comprehensive Plan Capital
Facilities Element to incorporate the Six -year Transportation
Improvement Program (TIP) for the period of 2017 through 2022.
WHEREAS, the City of Yakima annually prepares, reviews and adopts a Six — Year
Transportation Improvement Program for the construction of streets and arterial streets in
the City of Yakima for the ensuing six year period, all as contemplated and required by State
RCW 35.77.010 and applicable Federal law; and
WHEREAS, the City of Yakima desires to amend the Yakima Urban Area
Comprehensive Plan Capital Facilities Element to reflect the adoption of the Six -year TIP, as
contemplated and required by RCW 36.70A.070(6) to ensure compliance with the Growth
Management Act and consistency of the Comprehensive Plan and the Six -year TIP; and,
WHEREAS, this amendment is limited to incorporation of the projects listed in the
Six -year Transportation Improvement Plan for the period of 2017 to 2022 to the Capital
Facilities Element of the Yakima Urban Area Comprehensive Plan, which is contemplated
and provided under RCW 36.70A.130(213) and RCW 35.77.010; and,
WHEREAS, public hearings were held by the Yakima City Council on the Six -year
TIP on June 7, 2016 and June 21, 2016, with proper public notice as required by RCW
35.77.010; now, therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The adopted Six -Year Transportation Improvement Program for the period of 2017
through 2022 for the City of Yakima shall be incorporated as an amendment to the Capital
facilities Element of the Yakima Urban Area Comprehensive Plan.
