For Meeting of: June 21, 2016 ITEM TITLE: Resolution ratifying the declaration of an emergency and authorizing the City Manager to execute all applicable contracts for the labor and materials for repairing the Wastewater Treatment Plant Alfa Laval Centrifuge SUBMITTED BY: Scott Schafer, Director of Public Works Mike Price, Wastewater /Stormwater Manager, 249 -6815 SUMMARY EXPLANATION: Mechanical issues prevented one of the Wastewater Treatment Plant's two centrifuges from providing the required sludge processing capacity. It was required that the centrifuge be shipped off -site for evaluation and repair in order to restore capacity, leaving the facility at risk of not meeting Department of Ecology sludge processing requirements should a failure occur with the second centrifuge. The centrifuge was shipped to a firm that is qualified to perform all evaluation and repairs at the same location to expedite the return of the centrifuge to the Wastewater Treatment Plant. It is in the best interest of the City to declare an emergency dispensing with the necessity for bidding for services, material, and equipment and supplies costing more than $25,000 and to authorize the execution of all applicable documents to repair the Wastewater Treatment Plant centrifuge. Repairs on the Alfa Laval centrifuge will not exceed $60,000. R -2016- A RESOLUTION ratifying the declaration by the City Manager of an emergency and authorizing the City Manager to execute all applicable contracts for the labor and materials for repairing the Wastewater Treatment Plant Alfa Laval Centrifuge. WHEREAS, Article VI, section 6 of the City of Yakima Charter and the Yakima Municipal Code Chapter 1.80 provide that the City Council may declare an emergency dispensing with the necessity for bidding for services, material, and equipment and supplies costing more than $25,000; and WHEREAS, mechanical issues prevented one of the Plant's centrifuges from providing the required sludge processing capacity; and WHEREAS, the Wastewater Division Alfa Laval centrifuge required repair in order to restore required sludge processing capacity; and WHEREAS, the Wastewater Division did not have the expertise and tools to repair the centrifuge and the repairs were required immediately; and WHEREAS, an emergency was declared by the Interim City Manager on April 27, 2016 in order to expeditiously restore the centrifuge to service and begin work on the repairs; and WHEREAS, the City Council deems it to be in the best interest of the City and its residents to ratify the Interim City Manager's declaration of an emergency, and authorize the execution of all necessary documents for contracts for the labor and materials for the repair of the Treatment Plant Alfa Laval centrifuge, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The emergency, as declared on April 27, 2016 by the Interim City Manager is hereby ratified, the City Council resolves that there is an emergency, and the Interim City Manager's execution of all appropriate documents for the labor and materials for the repair of the Treatment Plant Alfa Laval centrifuge without calling for bids, is hereby ratified and approved. Ultimately, • low-bid award could further delay the repairs by requiring shipment of the centrifuge from the diagnostic firm to the low-bid repair firm. Staff have identified a qualified firm that will perform the evaluation, provide a fixed scope with costs within 15 business days, and proceed with repairs at the same location. An oil sample was drawn from two stages of the gearbox and the analysis indicated that there were no contaminant levels outside acceptable limits for the standard contaminant, metals and additives measured. From a visual standpoint, there was no discoloration of the oil. See attached oil analysis report. Bowl 2. Small End (SE) Hub a. All bearing fits and machined surfaces found to be in OEM spec. 3. Bowl shell a. The saddles are in new condition. The carbide will be removed, cleaned and re- installed using new epoxy. b. The SE bowl wear ring is in very good condition. The caulk strips in the bowl are washed out in feed zone area and require replacing (photo 3). Photo 3: Worn wear strips Conveyor 1. The carbide tiles show significant wear in the first wrap of flight from the feed zone. The tile holders show significant damage due to erosion and further erosion will cause the carbide tiles to fall off (photo 4). The erosion has also reduced the amount of weld holding the tiles to the flight. 56 tiles require replacing. Photo 4: Worn tiles 2. Flights on beach angle have been bent back significantly due to over torquing of conveyor (photo 5). Note: It is our recommendation that the beach angle be changed from 2 Odeg to 10deg which is better suited to dewatering demands. We also recommend the addition of flight gussets to further prevent the failure of flights in the beach zone. These recommendations will be offered as an option in this quote.
