Z AN ORDINANCE regulating the taking of bids for contracts or purchase of materials or supplies, and establishing a Bid Board, WHEREAS, Section 6 of Article t f- of the Charter of the City of Yakima contains certain provisions with respect to the purchase of materials and supplies and work to be done by contract and WHEREAS„ the City Council finds that it is necessary in the interests of the efficient operation of the City that certain regula- tions be established with respect to bidding procedures„ now there- fore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. That in all cases of work to be done by contrast 40 (except local improvement work) or the purchase of materials or supplies of any kind the following rules shall obtain, to-wit: (a) If the work to be performed or the purchase exceeds $500.00 but is less than $1 the Purcha Agent shall advertise for bids in two issu:s of the official newspaper of the City. Bids made pursuant to such advertising may be informal. (b) When the probable expenditure shall be $1,000.00„ or more the Purchasing Agent shall advertise for bids in at least three issues of the official newspaper of the City. In this event all bids submitted shall be seal4d. Section 2. There is hereby established a Bid Board which shall consist of the City Clerk, the Purchasing Agent and the head of the department requesting the purchase or work to be done, or his designa- ted representative. Al]. bids required by Section 1 hereof to be, sealed shall be opened by the City Clerk at a meeting open to the public and the bids shall be tabulated and submitted, together with 0 the recommendations of the Bid Board, to the City Manager for his -1- . • approval or rejection, The Purchasing Agent shall , z.ct as the Chair. man of the Bid Board. Section 3. The City Manager may reject any and all bids. Section 4 This ordinance shall be in full force and eMat thirty (30) days after its final passage approval and publication as provided by law and the City Charter.
