YAKIMA CITY COUNCIL MINUTES
December 3, 2024
City Hall - Council Chambers - 129 N 2nd Street, Yakima, WA
5:30 PM City Council Regular Meeting — Conducted in person and virtually via Zoom.
1. Roll Call
Present: Mayor Patricia Byers, presiding; Assistant Mayor Matt Brown and Council members
Reedy Berg, Janice Deccio, Rick Glenn, Danny Herrera and Leo Roy (attending via Zoom)
Staff: City Manager Vicki Baker, City Attorney Sara Watkins and City Clerk Rosalinda Ibarra
2. Pledge of Allegiance
Mayor Byers led the Pledge of Allegiance.
3. Interpreter Services
Mayor Byers introduced Jorge Villaserior who announced interpreter services are available in
Spanish.
4. Public Comment
Forbes Mercy, City resident, encouraged support of the Parks and Recreation Division and in
the spirit of Friendsgiving presented a donation of$50,000 for parks programs. Mr. Mercy
also gifted the Yakima Fire Department a donation of$10,000 for smoke detectors.
Cynthia Hall, Chair of the Historic Preservation Commission, distributed a letter on behalf of
the Historic Preservation Commission and spoke against rebuilding and renovation plans that
would remove the trolley tracks related to the North 6th Avenue project.
Tony Courcy, City resident, spoke on several matters.
5. Open Discussion for the Good of the Order
A. Draft Alan Sillence Day proclamation
MOTION: Glenn moved and Berg seconded to approve the proclamation. The
motion carried by unanimous vote.
6. Council Reports
None.
7. Consent Agenda
Mayor Byers referred to the items placed on the Consent Agenda, questioning whether there
were any additions or deletions from Council members present. There were no changes. The
City Clerk read the Consent Agenda items, including resolutions and ordinances, by title.

MOTION: Brown moved and Deccio seconded to approve the consent agenda. The
motion carried by a 7-0 roll call vote.
A. Approval of minutes from the November 19, 2024 City Council regular meeting and
November 26, 2024 City Council special meeting
B. Resolution adopting the City Council regular meeting schedule for 2025
RESOLUTION NO. R-2024-211, A RESOLUTION adopting the City Council 2025
regular business meeting schedule.
C. Ordinance to create a fund to account for Opioid Settlement Revenue (Second Reading)
ORDINANCE NO. 2024-038, AN ORDINANCE authorizing the establishment of a
Special Revenue Fund 155 Opioid Settlement Fund.
D. Ordinance to create a fund to account for Yakima Police Department LEOFF 1 Pension
(Second Reading)
ORDINANCE NO. 2024-039, AN ORDINANCE adding a new chapter in the Yakima
Municipal Code, Chapter 1.49, authorizing the establishment of a pension trust fund 613
"Police Relief and Pension Fund."
E. Ordinance adopting the City Council's decision on the Comprehensive Plan Amendment
(CPA#001-24) and Rezone (RZ#001-24) for five parcels in the vicinity of the 2000 block
of Viola Ave and Simpson Ln
ORDINANCE NO. 2024-040, AN ORDINANCE amending the Future Land Use Map and
Zoning Map of the City of Yakima for parcels 191329-43514, 191329-43442, 191329-
43443, 191329-43510, & 1 91 329-4351 5 as follows: Future Land Use Map from Mixed
Residential to Industrial and Zoning Map from Two-Family Residential (R-2) to Light
Industrial (M-1).
F. Ordinance adopting the City Council's decision on the Comprehensive Plan Amendment
(CPA#002-24) and Rezone (RZ#002-24) for 7500 W Nob Hill Blvd
ORDINANCE NO. 2024-041, AN ORDINANCE amending the Future Land Use Map and
Zoning Map of the City of Yakima for parcel 181329-31401 as follows: Future Land Use
Map from Commercial Mixed Use to Community Mixed Use, and Zoning Map from Large
Convenience Center District (LCC) to Local Business District (B-2).
G. Ordinance adopting the City Council's decision on the Comprehensive Plan Amendment
(CPA#003-24) and Rezone (RZ#003-24) for 8603 & 8604 Ahtanum Rd
ORDINANCE NO. 2024-042, AN ORDINANCE amending the Future Land Use Map and
Zoning Map of the City of Yakima for parcels 181206-23028, 181206-23027 & 181206-
23019 as follows: Future Land Use Map from Low Density Residential to Community
Mixed-Use and Zoning Map from Suburban Residential (SR) to Local Business (B-2).

9. Department Items
A. Resolution amending the City of Yakima Master Fee Schedule regarding domestic water
rates and fees (YMC 7.56 and 7.68)
Public Works Director Scott Schafer provided a brief overview of the agenda items relating
to rate increases for utility services.
Water/Irrigation Manager Mike Shane briefed the Council on the proposed resolution
amending the domestic water rates and fees. The City Clerk read the resolution by title only.
MOTION: Deccio moved and Brown seconded to adopt the resolution. The motion
carried by a 7-0 roll call vote.
RESOLUTION NO. 2024-212, A RESOLUTION amending the City of Yakima Master Fee
Schedule regarding domestic water rates and fees (YMC 7.56 and 7.68).
B. Resolution amending the City of Yakima Master Fee Schedule regarding wastewater rates,
charges and fees
Wastewater/Stormwater Manager Mike Price briefed the Council on the proposed resolution
amending the wastewater rates, charges and fees. The City Clerk read the resolution by title
only.
MOTION: Deccio moved and Berg seconded to adopt the resolution. The motion carried
by a 7-0 roll call vote.
RESOLUTION NO. R-2024-213, A RESOLUTION to amend the Master Fee Schedule
regarding wastewater rates, charges and fees.
C. Resolution amending the City of Yakima Master Fee Schedule regarding stormwater rates,
charges and fees
Wastewater/Stormwater Manager Mike Price briefed the Council on the proposed resolution
amending the stormwater rates, charges and fees. The City Clerk read the resolution by title
only.
MOTION: Deccio moved and Glenn seconded to adopt the resolution. The motion
carried by a 5-2 roll call vote; with Berg and Brown voting no.
RESOLUTION NO. R-2024-214, A RESOLUTION to amend the Master Fee Schedule
regarding stormwater rates, charges and fees.
D. Ordinance amending Yakima Municipal Code Chapter 4.16 Garbage Storage, Collection
and Disposal
Solid Waste and Recycling Manager Trace Bradburn briefed the Council on the proposed
ordinance to move the refuse fees from the Yakima Municipal Code to the City's Master Fee
Schedule, increase the solid waste fees add a fee for the bulk refuse collection program.
The City Clerk read the ordinance by title only.
MOTION: Brown moved and Deccio seconded to pass the ordinance. The motion
carried by a 7-0 roll call vote.
ORDINANCE NO. 2024-043, AN ORDINANCE amending refuse collection rates and the
City of Yakima Municipal Code Chapter 4.16 Garbage Storage, Collection and Disposal.

E. Ordinance amending the 2024 Budget for the City of Yakima and making appropriations
from unappropriated fund balances within various funds for expenditure during 2024 for
various purposes (First Reading)
Director of Finance and Budget Viren Mayani briefed the Council on the first reading of the
ordinance amending the 2024 Budget. The City Clerk read the ordinance by title only.
First Reading of AN ORDINANCE amending the 2024 Budget for the City of Yakima; and
making appropriations from Unappropriated Fund Balances within various funds for
expenditure during 2024 for various purposes.
10. City Manager Update
City Manager Vicki Baker provided an update regarding recent fires on City property. City
Attorney Sara Watkins provided a brief overview of anticipated ordinance updates to address
such instances.
Council member Matt Brown recognized City employee Mike Brown for informing the
community, via social media, about the YakBack notification system related to City concerns.
11. Other Business
Council member Herrera invited everyone to a community event on December 4, 2024,
celebrating the renovation of the Davis High School Auditorium.
MOTION: Glenn moved and Brown seconded to discuss at a future meeting the Wiley
City needs for sewer services and any involvement the City might have. The motion
carried by unanimous vote.
12. Adjournment
MOTION: Brown moved and Deccio seconded to adjourn to the next City Council
regular meeting on December 10, 2024, at 5:30 p.m. in the Council Chambers at City
Hall. The motion carried by unanimous vote. The meeting adjourned at 6:22 p.m.
