A RESOLUTION to amend the Master Fee Schedule regarding stormwater rates, charges and
fees.
WHEREAS, the City has previously adopted a Master Fee Schedule wherein the rates,
charges and fees for the stormwater utility services are located; and
WHEREAS, the City wishes to amend the stormwater rates, charges and fees, which
requires them to be amended in the Master Fee Schedule; and
WHEREAS, the City Council finds and determines that it is in the best interest of the City
of Yakima and its residents to amend the Master Fee Schedule for stormwater rates, charges
and fees; and
WHEREAS, the City Council finds and determines that adoption of this resolution is in
the public interest; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. The stormwater service rates, charges and fees are hereby amended to
state as follows in the City of Yakima Master Fee Schedule:

Duplex, triplex and fourplex parcel - The stormwater fee for a duplex, triplex and fourplex
shall be determined using the same methodology as single-family residences, with the
same designation and for average, large and small.
Nonresidential - Owners of nonresidential parcels shall pay a stormwater fee equal to the
base multiplied by the numerical factor obtained by dividing the total impervious surface
area of the parcel by one ERU. The minimum stormwater fee for developed
nonresidential parcels shall equal the base for average single-family residential property.
Section 2. This resolution pertains only to stormwater fees. No other fees shall be
amended to the Master Fee Schedule under this resolution.
Section 3. If any section, subsection, paragraph, sentence, clause or phrase of this
resolution is declared invalid or unconstitutional for any reason, such decision shall not
affect the validity of the remaining portions of this resolution.
Section 4. The appropriate administrative official of the City of Yakima is hereby
directed to amend the Master Fee Schedule to reflect the amendments found in Section
1.

ITEM TITLE: Resolution amending the City of Yakima Master Fee Schedule
regarding stormwater rates, charges and fees

SUMMARY EXPLANATION:
Attached for your consideration is a resolution amending the City of Yakima Master Fee Schedule
regarding stormwater rates, charges and fees. Over the past several months, the FCS Group has
performed a detailed evaluation of the City's Stormwater operation, maintenance, and capital funding
needs for FY 2025—2029.
The Stormwater Utility Rate Study presented to City Council on July 23, 2024, described the
methodology behind the evaluation and recommended the proposed rates to support the recovery of the
actual costs of providing services, including those identified in the proposed 2025-2026 budget. The
study evaluated the stormwater utility's on-going operating and maintenance costs, planned capital
expenditures, debt service, and maintaining an adequate reserve balance for unexpected emergency
expenditures.
The attached resolution includes the study's recommended annual increases of 7% to the annual
stormwater fee for 2025-2029, plus an additional 5% in the first year, 2025, for recovery of the
Stormwater Utility Tax increase from 15% to 20% approved by Council on November 26, 2024.
