ITEM TITLE: Resolution amending the City of Yakima Master Fee Schedule
regarding wastewater rates, charges and fees

SUMMARY EXPLANATION:
Attached for your consideration is a resolution amending the City of Yakima Master Fee Schedule
regarding wastewater rates, charges and fees. Over the past several months, the FCS Group has
performed a detailed evaluation of the City's Wastewater operation, maintenance, and capital funding
needs for FY 2025—2029.
The Wastewater Utility Rate Study presented to City Council on July 23, 2024, described the
methodology behind the evaluation and recommended the proposed rates to support the recovery of the
actual costs of providing services, including those identified in the proposed 2025-2026 budget. The
study evaluated the wastewater utility's on-going operating and maintenance costs, planned capital
expenditures, debt service, and maintaining an adequate reserve balance for unexpected emergency
expenditures.
The attached resolution includes annual increases to the following rates, charges and fees effective in
2025 and continuing through 2029:
• 3°/o for Ready-to-Serve and Consumption
• 5.3% for Wastewater Pretreatment Fee
• 10.1% for BOD strong waste surcharge
• 6.6% for TSS strong waste surcharge
• 1.6% for Fats, Oils, & Grease strong waste surcharge
• 9°/o for Connection Charge

RESOLUTION NO. R-2024-
A RESOLUTION to amend the Master Fee Schedule regarding wastewater rates, charges and
fees
WHEREAS, the City has previously adopted a Master Fee Schedule wherein the rates,
charges and fees for wastewater utility services are located; and
WHEREAS, the City wishes to amend the wastewater rates, charges and fees, which
requires them to be amended in the Master Fee Schedule; and
WHEREAS, the City Council finds and determines that it is in the best interest of the City
of Yakima and its residents to amend the Master Fee Schedule for wastewater rates, charges
and fees; and
WHEREAS, the City Council finds and determines that adoption of this resolution is in
the public interest; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. The wastewater service rates, charges and fees are hereby amended to
state as follows in the City of Yakima Master Fee Schedule:

Multifamily Dwellings: connection charge based on the number of units multiplied by a "per
dwelling unit". The per dwelling unit represents seventy-five percent of the three-quarter-inch
meter charge.
All Wastewater charges for outside-city customers shall be 1.5 times the inside-city charges.

Section 2. This resolution pertains only to wastewater fees. No other fees shall be
amended to the Master Fee Schedule under this resolution.
Section 3. If any section, subsection, paragraph, sentence, clause or phrase of this
resolution is declared invalid or unconstitutional for any reason, such decision shall not affect
the validity of the remaining portions of this resolution.
Section 4. The appropriate administrative official of the City of Yakima is hereby directed to
amend the Master Fee Schedule to reflect the amendments found in Section 1.
