For Meeting of: November 19, 2024 ITEM TITLE: Open record public hearing to consider the Yakima Planning Commission's recommendation on a Comprehensive Plan Amendment (CPA#004-24) and Rezone (RZ#004-24) request in the vicinity of 2300 E. Birch Street SUBMITTED BY: Trevor Martin, Planning Manager *Eric Crowell, Senior Planner SUMMARY EXPLANATION: The City of Yakima has initiated Comprehensive Plan Map Amendment (CPA), Rezone, and Environmental Review applications for three (3) parcels (now four(4) parcels following a lot line adjustment) in the vicinity of 2300 E. Birch St. The request is to change the Future Land Use Map designation from Low Density Residential to Commercial Mixed Use, and to concurrently rezone from Suburban Residential (SR) to General Commercial (GC) to allow the operation of a mental health services clinic adjacent to Camp Hope. After holding a study session on September 11, 2024, and a public hearing on September 25, 2024, the Yakima Planning Commission recommended modified approval of the Planning Division's recommendation, limiting the CPA and rezone to the parcel currently being leased by Comprehensive Healthcare (191329-41410), with the Findings being signed by the chair on October 9, 2024. In accordance with YMC 16.10.090, the City Council shall direct Planning staff to prepare legislation to approve, approve with conditions, or deny each amendment under consideration; and at a subsequent City Council meeting enact an Ordinance adopting the decision reached at the public hearing.
