For Meeting of: November 19, 2024 ITEM TITLE: Resolution authorizing a contract with Governmentjobs.com, Inc., dba NEOGOV, for a payroll and benefits program SUBMITTED BY: Connie Mendoza, Director of Human Resources SUMMARY EXPLANATION: This is a three-year agreement for the NeoGov Payroll and HR Management program. NEOGOV provides an electronic service wherein all benefits and payroll are processed. The City currently uses other NeoGov programs that integrate with these modules which will increase efficiencies and allow further streamlining HR and payroll processes by consolidating employee data, benefits and payroll functions and making accessible in one place. R-2024- A RESOLUTION authorizing a contract with Governmentjobs.com, Inc. (dba "NEOGOV") for a payroll and benefits program. WHEREAS, the City of Yakima (City) includes a Human Resources department that provides human resources and payroll services to internal departments, the City Manager, and the City Council; and WHEREAS, NEOGOV provides an electronic service wherein all benefits and payroll are processed; and WHEREAS, the City currently uses other NEOGOV programs which can integrate with these new modules, and WHEREAS, the City Council of the City of Yakima finds that it is in the best interests of the City to enter into an agreement with NEOGOV to provide benefit and payroll services to the Human Resources department; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized to execute the NEOGOV Order No. Q-17032, for a term of thirty-six(36) months, and all other necessary documents for utilization of the NEOGOV database during the next thirty-six (36 months). Agreement. This Ordering Document and the Services purchased herein are expressly conditioned upon the acceptance by Customer of the terms of the NEOGOV Services Agreement as cited in the NEOGOV Order Form created February 21, 2024 and signed by the City of Yakima (WA) on February 27, 2024 with the following modification: the SKUs and pricing applicable to this purchase shall be as specified in this Ordering Document. Unless otherwise stated, all capitalized terms used but not defined in this Order Form shall have the meanings given to them in the NEOGOV Services Agreement. 2. Effectiveness & Modification. Neither Customer nor NEOGOV will be bound by this Ordering Document until it has been signed by its authorized representative (the "Effective Date"). Unless otherwise stated in this Ordering Document, all SaaS Subscriptions shall commence on the Effective Date. This Ordering Document may not be modified or amended except through a written instrument signed by the parties. 3. Summary of Fees. Listed above is a summary of Fees under this Order. Once placed, your order shall be non-cancelable and the sums paid nonrefundable, except as provided in the Agreement. 4. Order of Precedence. This Ordering Document shall take precedence in the event of direct conflict with the Services Agreement, applicable Schedules, and Service Specifications. B.Special Conditions(if any). Initial Term: 1/1/2025 - 12/31/2027. Initial Term Subscription Fees shall be invoiced by 12/15/2024 and due net 30 days. Thereafter, Subscription Fees shall be invoiced annually on January 1st.
