HomeMy WebLinkAbout10-09-2024 YPC MinutesCity of Yakima Planning Commission (YPC) Meeting Minutes October 9, 2024 Call to Order Chair Place called the meeting to order at 3:02 p.m. Roll Call YPC Members Present: YPC Members Absent: Staff Present: City Council Liaison: Chair Mary Place, Vice -Chair Anne Knapp, Jeff Baker, Charles Hitchcock, Colleda Monick, Kevin Rangel, Arthur Salido, Shelley White Frieda Stephens, Philip Ostriem, Leanne Hughes -Mickel (all excused) Trevor Martin; Planning Manager, Sara Watkins; City Attorney, Eva Rivera; Planning Technician Rick Glenn Staff Announcements — Planning Manager Martin announced the following: • The RFQ will need to be reopened as two proposals were received after the original deadline. Staff will request that a couple of commissioners assist with reviewing the new proposals after the updated submission deadline. Approval of Minutes from August 28, 2024 - It was motioned by Commissioner Monick and seconded by Commissioner Baker to approve the meeting minutes of August 28, 2024, as presented. The motion carried unanimously. Action Items: Item City email address for Commissioners Assigned Trevor Martin Update YPC Bylaws Commission Roles & Responsibilities Trevor Martin Commissioners Knapp & Hughes - Mickel Status Completed In Progress Completed Public Comment — None Discussion on Class 2 & Subdivision Land Use Reviews — Bill Hordan provided comments on some of the proposed changes before the study session. Planning Manager Martin then explained the various types of land uses and described how he developed the proposed changes in response to State Bill 5290, which aims to shorten processing times for permitted land use applications. He noted that public comments would further reduce the timeline. The commissioners discussed the proposed changes, including the impact of removing most Type 2 land uses and the associated public comment process, particularly for subdivisions. Bylaw Redline Review — City Attorney Sara Watkins reviewed changes to the bylaws and addressed questions from the commissioners. Planning Manager Martin also responded to additional questions. Chair Place concluded the discussion and called for a motion. Motion: To approve the bylaws as amended Motioned by: Commissioner Baker Seconded by: Commissioner Salido Decision: The motion passed unanimously 1 10-09-2024 YPC Minutes Chair Place volunteered to attend the Council meeting where the amended bylaws would be presented. Other Business — Commissioner White inquired about holding a Planning Commission meeting before Thanksgiving. It was agreed to forgo the meeting. Commission Meeting Recap: • Minutes were approved. • Class 2 and subdivision study session scheduled again in two weeks. • Bylaws amendments were approved.
