R-2024-200 A RESOLUTION authorizing an agreement with Washington Traffic Safety Commission to provide pass-through funding from the US Department of Transportation to fund a police officer position for impaired driving patrol. WHEREAS, the City considers public safety to be an essential obligation and one of its highest priorities; and WHEREAS, it is well established that issues such as impaired driving contribute significantly to fatalities and injuries on public roadways; and WHEREAS, the Yakima Police Department has seen a steady increase in the number of impaired drivers for the last three years, and WHEREAS, the Washington Traffic Safety Commission (WTSC) has funds available to reimburse law enforcement agencies for dedicated impaired/distracted driving issues; and WHEREAS, the Yakima Police Department has personnel qualified to detect and take enforcement actions in conjunction with the WTSC; and WHEREAS, the Washington Traffic Safety Commission will reimburse the City for a dedicated officer's wages (up to $165,465); and WHEREAS, the City Council has determined that it is in the best interest of the City to promote enhanced traffic safety within the City by entering into the attached and incorporated Interlocal Agreement with the Washington Traffic Safety Commission: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized and directed to execute the attached and incorporated Interagency Agreement Between Yakima Police Department and Washington Traffic Safety Commission to provide funds to conduct specific traffic safety emphasis patrols within the City.
