If you wish to provide public comment in-person, fill out a "Request for Appearance" form and hand it to the City Clerk before you address City Council. 1. Roll Call 2. Pledge of Allegiance 3. Set date of November 19, 2024, for a public hearing on the 2025-2029 Consolidated Plan process C. Resolution authorizing contract with Knobel's Electric Inc. for the S 3rd Ave & Division St 1 Signalization Project 2598 D. Resolution authorizing contract with Total Site Services LLC for the Systemic Pedestrian Safety Improvements Project 2675 E. Resolution authorizing Interagency Agreement with Washington State Department of Transportation for Field Survey Collection F. Resolution authorizing an Interlocal Agreement with the City of Union Gap for stormwater laboratory services G. Resolution authorizing the City Manager to execute the funding agreements with Housing and Urban Development (HUD)for the 2024 HOME and CDBG grant contracts H. Resolution authorizing an agreement with the Washington Traffic Safety Commission to provide funding for a dedicated DUI officer position I. Open record public hearing to consider the Yakima Planning Commission's recommendation on a Comprehensive Plan Amendment (CPA#002-24) and Rezone (RZ#002-24) request for 7500 W Nob Hill Blvd C. Open record public hearing to consider the Yakima Planning Commission's recommendation on a Comprehensive Plan Amendment (CPA#003-24) and Rezone (RZ#003-24) request for 8603 & 8604 Ahtanum Rd D. Public hearing and Ordinances pertaining to Ad Valorem Taxes (property tax) to be levied for collection in fiscal year 2025 E. First public hearing on the 2025-2026 Preliminary Biennial Budget for the City of Yakima. 9. Department Items A. Draft 2025 City of Yakima State and Federal Legislative Priorities B. Ordinance amending the 2024 Budget for the City of Yakima and making appropriations from unappropriated fund balances within various funds for expenditure during 2024 for various purposes (First Reading) C. 2025 -2026 Budget Discussion 10. City Manager Update 11. Other Business 12. Adjournment The next meeting is a City Council study session on November 12, 2024 at 5:00 p.m. in the City Hall Council Chambers. 2 13. Council General Information A. Preliminary Council Agendas for the November 12, 2024 study session and November 19, 2024 regular meeting B. Distribution of the Complete Record for the Comp Plan Amendment and Rezone (CPA#004- 24, RZ#004-24, SEPA#007-24) proposed by the City of Yakima C. Distribution of the Complete Record for a preliminary long plat (PLP#003-23) proposed by Columbia Ridge Homes LLC D. Distribution of the Complete Record for non-project minor amendments (TXT#002-24, SEPA#009-24) proposed by City Planning Any invocation that may be offered before the official start of the Council meeting shall be the voluntary offering of a private citizen, to and for the benefit of the Council. The views or beliefs expressed by the invocation speaker have not been previously reviewed or approved by the Council, and the Council does not endorse the religious beliefs or views of this, or any other speaker. The City provides special accommodations, such as hearing devices, wheelchair space or language interpreters, for City meetings.
