Roll Call Present: Assistant Mayor Matt Brown, presiding; Mayor Patricia Byers (attending remotely via Zoom) and Councilmembers Reedy Berg, Janice Deccio, Rick Glenn, Danny Herrera and Leo Roy (attending remotely via Zoom) Staff: City Manager Vicki Baker, City Attorney Sara Watkins and City Clerk Rosalinda Ibarra 2. Public Comment(allow 15 minutes) None. 3. Study Session Items A. Staff Sergeant Jack J. Pendleton Day proclamation Councilmember Berg proclaimed October 12, 2024 as "Staff Sergeant Jack J. Pendleton Day" and Commander Tim Gatton, of the VFW Post 379, accepted the proclamation. B. Airport rates and fees Yakima Air Terminal Director Robert Hodgman presented proposed airport rates and fees based on an appraisal conducted by Valbridge Property Advisors in 2023, which revealed that the airport property values are below market value impacting tenant lease rates. The recommended implementation plan includes a gradual "catch-up" approach consisting of increasing the rates to current fair market value over a 3-year period; then year 4 would be the cumulative 5% increase; and year 5 and beyond would reflect a 5% annual increase. A resolution establishing the 2025 rates and fees will be presented to Council for consideration and action at an upcoming meeting. C. Intersections with highest number of traffic collisions Acting City Engineer Bill Preston and Yakima Police Officer Jim Yates reported on the top ten intersections with the highest number of collisions in Yakima. Staff provided Council with detailed information about number of collisions, type of leading collisions, contributing causes, summary of injuries, and current conditions regarding each intersection. October 8, 2024—Yakima City Council Meeting Minutes Page 1 of 3 414 Preston noted that traffic safety is founded on education, enforcement, and engineering: • Education -through signage, media, social messaging, and traffic safety campaigns . Enforcement - enforcing traffic laws such as speeding, distracted driving and impaired driving ▪ Engineering - improved traffic signals, street lighting and signage, and better left- hand turn lanes 4. Review of Proposed 2025-2026 Biennial Priority Based Budget Session A. Indigent Defense Budget and Public Safety Presentation City Manager Vicki Baker introduced this budget session by providing an overview of community public safety in Yakima and described the law and justice process from arrest to resolution. City Manager Baker also presented the Indigent Defense budget noting that many cases handled by the City of Yakima involve indigent individuals and local governments are obligated to provide legal counsel for them. Judge Masters provided additional information regarding indigent defense questions from councilmembers. B. Prosecution Division Budget Presentation Senior Assistant City Attorney Cynthia Martinez and City Attorney Sara Watkins presented the budget overview of services and costs provided by the Prosecution Division, including: the Family and Community Violence unit, Traffic and Property Crimes unit, Charging unit, and the Community Diversion Program. C. Yakima Municipal Court Budget Presentation Presiding Judge Aryn Masters and Judge Troy Clements presented detailed information about the Municipal Court budget and operations and explained how the Yakima Police Department and Legal Department are inter-related with their law and justice efforts. Looking ahead, Judge Masters noted concerns regarding the State v. Blake court case, indigent defense standards, community diversion court, and the Yakima City jail. D. Yakima Police Department Budget Presentation Interim Yakima Police Chief Shawn Boyle and Lieutenant Tory Adams presented an extensive overview of services and costs associated with the Yakima Police Department budget which includes uniform patrol, investigations, corrections, police services, facilities, administrative operations and equipment needs. E. Solid Waste Division Budget Presentation Solid Waste Manager Trace Bradburn and Public Works Director Scott Schafer presented a budget overview of the Solid Waste and Recycling Division and shared accomplishments and challenges. Staff proposed a 3% annual rate increase to all solid waste services. October 8, 2024—Yakima City Council Meeting Minutes Page 2 of 3 415 F. Clean City Division Budget Presentation Solid Waste Manager Trace Bradburn and Public Works Director Scott Schafer briefed the Council on the Clean City Program budget, accomplishments and challenges. They shared the potential implementation of the bulky waste collection program and proposed rates. 5. Adjournment MOTION: Glenn moved and Deccio seconded to adjourn to the next City Council regular meeting on October 15, 2024, at 5:30 p.m. in the Council Chambers at City Hall. The motion carried by unanimous vote.
