Community Relations Office Primary Areas of Responsibility
o Management and administration of the City's communications initiatives
The City's communications initiatives are focused on meeting four key objectives:
1) providing proactive media relations
2) communicating with key audiences using a variety of platforms
3) providing communications support to all City departments and divisions
4) creating better opportunities for community involvement.
o Operation of two cable television channels:
1) YCTV (Charter Cable channel 192)
2) YPAC (Charter Cable channel 194).
o Negotiation and compliance monitoring of cable and telecommunications franchises
o Management and administration of the City's public affairs initiatives
The City's public affairs initiatives include development and management of state and federal legislative and
administrative priorities, development and management of Congressional and federal agency priorities, collaborating
with state and federal advocacy contract consultants, and building and maintaining liaison relationships and
partnerships with other local governmental entities, non-profit organizations, local, state and federal elected officials,
etc.

Community Relations Office Funding Sources
Community Relations office activities and operations are funded primarily
by dedicated revenue generated by cable television franchise rights-of-way
fees, a Public/Educational/Government (PEG) access fee paid by Charter
Communications, and other minor miscellaneous revenue sources.
No increase in expenditures is being requested for the 2025-2026 biennium other
than required cost-of-living staff expenses and other operating line items such as
utilities, fuel, equipment, etc.

Program Name Non-monetized services provided by the department that appear critical but are not budgeted:
Communications and For nearly four decades, revenue from cable television franchise fees and Public, Education, and Government (PEG) fees have been
Public Affairs adequate to fund the City's communications and public affairs efforts. No General Fund revenue has been used to pay for activities
of the Community Relations office.
In recent years, cable television franchise fee and PEG fee revenues have slowed due to decreasing numbers of cable customers.
Those revenue sources may no longer adequate to fund Community Relations office activities.
In the near future, decisions will need to be made regarding how to fund the activities of the Community Relations office from
resources other than cable television franchise fees and PEG fees.
