Public hearing and resolution to amend the 2016 through 2021 Six-
year Transportation Improvement Program

SUMMARY EXPLANATION:
The Six-year Transportation Improvement Program (TIP) is a list developed by the City that
includes all of its transportation related projects. The City's existing six-year TIP has a list of 52
projects that amount to around $92,000,000. Only projects that are on the list are eligible to
spend federal and state funds.
Each year, near the end of June, the City is required by RCW 35.77.010 and RCW 36.81.121 to
update its six-year TIP for submittal to the Washington State Department of Transportation. This
plan must include all transportation projects for which state gas tax revenue or federal revenue will
be used. Once the TIP has been approved by the City Council, projects are eligible to be
included on the Statewide Transportation Improvement Program (STIP). Only projects that are
listed on the STIP can utilize federal funds. The STIP is a prioritized program of transportation
projects, compiled from local and regional plans, along with the Washington Transportation
System Plan, which provides a backbone for developing projects for the intermodal transportation
network in the State of Washington.
Once established, the STIP can be amended at anytime during the year to add projects so that
they become available for federal or state funding. The first step to amend the STIP is for the City
to amend its six-year TIP.
The proposed amendment would delete priority project #43, as it is a duplicate of priority project
#3, add a Preliminary Engineering phase of $38,185 to the #44 priority project, Northside Alley
paver, and add the following projects: #53, Cowiche Canyon Trail; #54, Spring Creek Road -
Washington Avenue to 36th Avenue; #55, 36th Avenue - Spring Creek Road to Sorneson Road;
and, #56, Sorneson Road - 36th Avenue to 38th Avenue.

RESOLUTION NO. 2016 -
A RESOLUTION to amend the Six-year Transportation Program (TIP) for the period of 2016
through 2021 to include projects affecting the City's Transportation Plan.
WHEREAS, the City of Yakima annually prepares, reviews and adopts a Six-year TIP for
the construction of, and repair of streets in the City of Yakima for the ensuing six year period, all
as contemplated and required by State RCW 35 77.010 and applicable federal law; and,
WHEREAS, the City of Yakima desires to amend the adopted 6 -Year TIP, as
contemplated and required by RCW 36 70A.070(6) to ensure compliance with the Growth
Management Act and consistency of the Comprehensive Plan and the 6 -Year TIP; and
WHEREAS, this amendment is limited to incorporation of the projects listed in the 6 -Year
TIP for the period of 2016 to 2021 and the Capital Facilities Element of the Yakima Urban Area
Comprehensive Plan, which is contemplated and provided for under RCW 36 70A.130(2B) and
RCW 35 77 010; and
WHEREAS, a public hearing has been held by the Yakima City Council to amend the 6 -
Year TIP on Tuesday, February 16, 2016, with proper public notice as required by RCW 35.77
010, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The adopted 6 -Year Transportation Improvement Program for the period of 2016 through
2021 for the City of Yakima, shall be amended to include the project as shown on the attached
spreadsheet.

Cowiche Canyon Railroad Pathway — William 0 Douglas Trail

The William O. Douglas Heritage Trail along Lower Cowiche Creek is a historic
transportation route and Traditional Cultural Trail for the Yakama Nation.
Taxpayers spent $817,000 to protect this Railroad -Trail and eventually connect it
with the Yakima Greenway.
This trail was established for public use starting in 2008 with grants awarded to
the City and the nonprofit William O. Douglas Trail Foundation. Now, Mid -
Columbia Fisheries Group wants to demolish the public rail -trail without
replacing it. This rail -trail grade does NOT block fish passage.
Construction of a replacement trail is NOT funded in the current State
Transportation Budget We hope for state funding in future years but this is
uncertain.
No feasible alternate trail route outside of the floodplain has been found yet,
without crossing private land and filling wetlands. frail -trail was dry in recent
flood]. Possible alternatives should be studied to see if moving the trail is feasible
and permitable, in order to have a "Win -Win" solution for both fish and people.
WOD Trail Foundation looks forward to working with the City to complete the
trail bridge, pathway, and Greenway link We respectfully ask City Council to:
(1) Approve the Resolution Amending Six -Year Transportation
Improvement Program for trail bridge design, and
(2) Direct staff to put on "Hold" demolition of the Railroad -Trail until
feasibility studies determine the best route for both people and
fish along the Cowiche Creek rail corridor
