AN ORDINANCE relating to the Yakima Arts Commission; amending Section 1.36.040 of the
Yakima Municipal Code regarding meetings, officers, records and quorum.
WHEREAS, the City Council has previously adopted ordinances establishing the Yakima
Arts Commission and providing criteria for meetings, officers, records and quorum at Chapter
1.36 YMC; and
WHEREAS, the City Council finds and determines that Section 1.36.040 YMC should be
amended to allow flexibility for meeting schedule and sub -committee operation; and
WHEREAS, the City Council finds and determines that Section 1.36.040 YMC should be
amended as shown and set forth in Exhibit "A" attached hereto and by this reference incorporated
herein, and that such amendment is in the best interest of residents of the City of Yakima and will
promote the general health, safety and welfare; now, therefore
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Section 1.36.040 of the Yakima Municipal Code is hereby amended to
read as set forth in Exhibit "A", with changes shown in legislative format in Exhibit "B". which
exhibits are incorporated herein by this reference.
Section 2. Except as amended herein, Chapter 1.36 YMC shall remain unchanged.

1.36.040 Meetings, officers, records, and quorum.
The commission shall elect its own chairperson, vice -chairperson and create and fill
such other offices as it may determine it requires. The commission shall hold regular
quarterly public meetings that will be broadcast on Y -PAC. The regular quarterly
meetings will occur on the third Wednesday of March, June, September and November
each year. The committee may conduct subcommittee and project meetings during the
months the commission does not hold its regular quarterly meeting, and at any other
dates or times the commission deems necessary or appropriate. Such subcommittee
and project meetings shall be limited to conducting internal discussions regarding
specific projects and formulation of recommendations to the commission. The
commission may recess for the summer months of July and August. It shall adopt rules
for transaction of business and shall keep a record of its meetings, resolutions,
transactions, findings and determinations.
At least one-half of the total members, rounded up to the nearest whole number, shall
constitute a quorum for the transaction of business. An agenda shall be prepared and
distributed prior to each meeting including individual items of committee business that
are intended to be discussed.

ITEM TITLE: Ordinance relating to the Yakima Arts Commission; amending
Section 1.36.040 of the Yakima Municipal Code regarding
meetings, officers, records and quorum

SUMMARY EXPLANATION:
The Yakima Arts Commission was established in 2011 to make available to the City Council and
staff an advisory body to provide expertise on visual, performing, and literary arts as cultural
enrichment opportunities. The Commission is composed of no less than thirteen and no more
than fifteen members. At least two of the members are working artists. There are four to six
community members, of which at least three shall be residents of the city of Yakima. Six persons
each of whom represent one of the following six professionally staffed local arts organizations:
the Yakima Symphony Orchestra, the Capitol Theatre, the Seasons Music Festival, the Larson
Gallery, the Yakima Valley Museum and a representative from the dramatic arts. Commission
members are appointed by the City Council for a term of three years each. The Commission
encourages and supports art in Yakima to improve quality of life, strengthen economic
development, and revitalize the community.
While the Commission had historically met once a month with the meeting televised on YPAC, the
group initiated a strategic planning process in the spring of 2015 with the intent of becoming a
more productive asset to the community by focusing on a series of projects. With the project
focus, the group wants to meet quarterly on YPAC and focus their work plan through three
committees (promotion, new public art placement and arts at events and festivals) which would
meet on varying schedules throughout the year. The community would be updated on the
committee process at the quarterly televised meeting. This ordinance change allows for this
change in format and focus.

Section 2. Except as amended herein, Chapter 1.36 YMC shall remain unchanged.
Section 3. This ordinance shall be in full force and effect 30 days after its passage,
approval, and publication as provided by law and by the City Charter.
