A RESOLUTION authorizing the City Manager to set the 2025 and 2026 Airport Rates and
Fees within the Master Fee Schedule with an annual increase until rates
reach Fair Market Value, then implementing an annual five percent (5%)
increase thereafter.
WHEREAS, the City owns and operates Yakima Air Terminal-McAllister Field in
accordance with applicable Federal, State and Local regulations; and
WHEREAS, the Yakima Air Terminal-McAllister Field is an enterprise fund where
revenues collected are to be utilized in support of the daily operations and maintenance functions
at the airport; and
WHEREAS, on December 5, 2023, Council adopted Resolution R-2023-172 placing
certain fees in a Master Fee Schedule, and
WHEREAS, the Yakima Air Terminal-McAlister Field has established rates and fees for
aeronautical and commercial property; these rates and fees are reviewed annually to ensure they
are comparable to market rates and fees and Yakima airport market appraisal, and
WHEREAS, the City is obligated under Federal Aviation Administration Grant Assurances
to maintain a fee and rental structure for the facilities and services at the airport which will make
the airport as self-sustaining as possible, and
WHEREAS, in September 2023, the Yakima Air Terminal-McAllister Field conducted an
appraisal of the airport property to determine the current fair market value of airport land and
terminal rates, and
WHEREAS, in September 2023, the Yakima Air Terminal-McAllister Field market
appraisal assessed the rates and fees of airports within the Pacific Northwest and as a result
determined the proposed 2025 rates are within industry standards and comparable to market
rates, and
WHEREAS, the Yakima Air Terminal — McAllister Field projects annual increases in
Commercial Scheduled Air Service, Charter Air Service or Non-Signatory Airline, Freight Air
Service, Other Aircraft-Related Uses, Fuel Flowage, Land Lease Rates, Airport Ramp Tie Down
Lease, and Terminal Rates, YKM Employee Rates, Boarding Stairs/Equipment Usage (Each/Per
Flight), Terminal Rates, Parking Rates and Airport Identification Badging for New and Renewal
Applications; and
WHEREAS, the City Council has determined that approval of the 2025 and 2026 rates
and fees are in the best interests of the City of Yakima and will promote the purposes of the
Yakima Air Terminal - McAllister Field, now, therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized and directed to execute the attached and incorporated
2025 and 2026 rates and fees on behalf of the Yakima Air Terminal-McAllister Field effective
January 1st each year.

SUMMARY EXPLANATION:
