1. Roll Call
Council: Mayor Micah Cawley, presiding, Assistant Mayor Kathy Coffey, Council Members Maureen
Adkison, Tom Dittmar, Rick Ensey, Dave Ettl and Bill Lover
Staff: Interim City Manager Cutter, Acting City Attorney Kunkler and Acting City Clerk Regimbal
2. Public hearing and resolution to consider the Yakima Planning Commission's recommendation
concerning a comprehensive plan amendment and rezone request submitted by TM Rentals
(CPA#005-15, RZ#005-15) changing the classification of the property located in the vicinity of S.
38th Ave & W. Logan Ave
Acting City Attorney Kunkler and Jeff Peters, Supervising Planner, briefed Council on the issue.
Mayor Cawley opened the public hearing.
Trent Marquis, applicant for TM Rentals LLC, stated he is trying to rezone the property and feels this
is a great transition. He would like Council to reject the Planning Commission's recommendation and
approve the rezone.
Jamie Carmody, speaking on behalf of TM Rentals, asked Council to reverse the Planning
Commission's recommendation.
The following City residents spoke in support of the Planning Commission's recommendation and
against the rezone: Jennifer Mabry, John Smith, Mary Shand, Roger Watt, and Randy Shannon.
After Council discussion,
The City Clerk read the resolution by title only.
RESOLUTION NO. R-2015-156, A RESOLUTION concerning land use regulation and
comprehensive planning and consideration of an amendment to change the Future Land Use and
Zoning Maps of the City of Yakima as follows: changing the classification of the properties located in
the vicinity of S. 38th Ave. and W. Logan Ave., Assessor's Tax Parcel Numbers: 181327-43493,
181327-43492 and 181327-43494, from Low Density Residential (Future Land Use) and Single -
Family (R-1) (Zoning) to Professional Office (Future Land Use) and Professional Business (B-1)
(Zoning).
MOTION: Dittmar moved and Adkison seconded to adopt the resolution. The motion carried by

a 4-3 vote with Coffey, Ettl and Lover voting no.
3. Public hearing and resolution to consider the Yakima Planning Commission's recommendation
concerning a comprehensive plan amendment and rezone request submitted by Chelminar
Association, Inc. (CPA#008-15, RZ#008-15) changing the classification of the property located in
the vicinity of S. 46th Ave & W. Chestnut Ave
Jeff Peters, Supervising Planner, briefed Council on the issue.
Mayor Cawley opened the public hearing.
Tom Durant, Durant Development Services, spoke on behalf of the Chelminar Association against the
Planning Commission's recommendation and in favor of rezone.
Jack Staples, City resident and President of Chelminar Association, a non-profit, fraternal
organization, spoke against the Planning Commission recommendation and in support of the rezone.
The following City residents spoke in support of the Planning Commission's recommendation: Nancy
Kenmotsu, Summitview Country Club Condominium Board of Directors; Kendall Stroud; Ann
Lopento; Jack Flaxbart, and Debra Corneau.
After Council discussion,

RESOLUTION NO. 2015-157, A RESOLUTION concerning land use regulation and comprehensive
planning and consideration of an amendment to change the Future Land Use and Zoning Maps of the
City of Yakima as follows: changing the classification of the properties located at 204 S. 46th Ave.,
Assessor's Tax Parcel Numbers: 181322-33474, and 181322-33473 from Low Density Residential
(Future Land Use) and Single -Family (R-1) (Zoning) to Professional Office (Future Land Use) and
Professional Business (B-1) (Zoning).
MOTION: Adkison moved and Coffey seconded to adopt the resolution. The motion carried by
unanimous vote.
4. Public hearing, ordinance and resolution to consider the Yakima Planning Commission's
recommendation concerning a comprehensive plan amendment and rezone request submitted by
What the Hay, LLC (CPA#004-15, RZ#004-15) changing the classification of the property located in
the vicinity of S. 88th Ave & Wide Hollow Rd
Jeff Peters, Supervising Planner, briefed Council on the issue.
Mayor Cawley opened the public hearing.
Jamie Carmody spoke on behalf of the applicant and supports the recommendation of the Planning
Commission for the Comp Plan change and withdrew their request for a rezone.
Dr. Mike Brophy, Superintendent of West Valley School District, spoke in opposition of the Planning
Commission's recommendation.
Thomas Attaway, City resident, urged council to deny the rezone application.

The City Clerk read the ordinance by title only.
ORDINANCE NO. 2015-044, AN ORDINANCE concerning land use regulation and comprehensive
planning and amending the Future Land Use Map of the City of Yakima as follows: changing the
classification of the property located at 8603 Wide Hollow Rd., Assessor's Tax Parcel Number:
181330-42402, from Low Density Residential to High Density Residential.
MOTION: Dittmar moved and Adkison seconded to pass the ordinance. The motion carried by
5-2 vote, Coffey and Ettl voting no.
Acting City Attorney Kunkler stated the resolution does not have to be acted upon as the request has
been withdrawn.
5. Adjournment
Motion: Ensey moved and Cawley seconded to adjourn to the next Council Business
Meeting on December 8, 2015, at 6 p.m. in the Council Chambers at City Hall. The motion
carried by unanimous vote. The meeting adjourned at 8:38 p.m.
