The Yakima Rotary Trust has offered to generously provide a donation toward the local match for this grant. R -2010- 10 -1511 Development WWRP -Local Parks: Upper Kiwanis Park /Phase 3 A RESOLUTION authorizing application(s) for funding assistance for a Washington Wildlife and Recreation Program (WWRP) project to the Recreation and Conservation Office (RCO) as provided in Chapter 79A.15 RCW, Acquisition of Habitat Conservation and Outdoor Recreation Lands. WHEREAS, the City of Yakima (our organization) has approved a Parks and Recreation Comprehensive Plan that includes this project area; and WHEREAS, under the provisions of WWRP, state funding assistance is requested to aid in financing the cost of land acquisition and /or facility development; and WHEREAS, the City of Yakima (our organization) considers it in the best public interest . to complete the land acquisition and /or facility development project described in the application; NOW, THEREFORE, BE IT RESOLVED; that 1. The City Manager be authorized to make formal application to the Recreation and Conservation Office for funding assistance; 2. Any fund assistance received be used for implementation of the project referenced above; 3. The City of Yakima (our organization) hereby certifies that its share of project is committed and will be derived from donations from the Yakima Rotary Trust, supplemented by donated labor and force account labor, materials and equipment. 4. We acknowledge that we are "responsible for supporting all non -cash commitments to this project should they not materialize; 41) 5. We are aware that the grant, if approved, will be paid on a reimbursement basis. 410 This means we may only request payment after eligible and allowable costs have been already been paid and remitted to our vendors. 6. We acknowledge that any property acquired or facility developed with financial aid from the Recreation and Conservation Funding Board (RCFB3) must be placed in use for the funded purpose and be retained in such use in perpetuity unless otherwise provided and agreed to by our organization and RCFB. 7. This resolution becomes part of a formal application to the Recreation and Conservation Office; and 8. We provided appropriate opportunity for public comment of this application. DESCRIPTION: • Phase 3 of the Upper Kiwanis Park Redevelopment project brings our community one step closer to completing our long -range plan of developing Yakima's Interstate 82 corridor as a recreational hub. This phase of. the project will construct an additional youth baseball field, concession/restroom building, and parking for 100 vehicles. When completed, it will be the seventh ballfield in an eventual 8- field complex. • Once again, the members of the Yakima Rotary, Kiwanis and Lions service clubs have joined forces to advocate for . completion of the park's improvements. To that end, they have agreed to provide $300,000 in matching funds, . contingent upon the award of this RCFB grant. In total, the service clubs have contributed more than $1.2 million in cash and property donations. The site is located in the northern half of Kiwanis Park. Development of one ballfield and other amenities as part of RCFB Grant 06 -1687 has occurred or is being completed this year. Work will consist of site grading and preparation; construct 225' ballfield, dugouts, and fencing; construct asphalt parking for approximately 100 vehicles. Install plumbing, sewer and electrical as required for 46' x 36' pre- fabricated restroom & concession building. Driving Directions Eastbound on Interstate 82, take the Fair Avenue exit. Turn left at the signal; you are now southbound on Fair Avenue. Drive south approximately 1.5 miles; turn left (east) on to Maple Street. Park on north side of Maple Street.
